Reviewing the civil service payroll after the merger

The Minister of Home Affairs has just signed Official Dispatch No. 5765/BNV-TCBC to localities nationwide, stating the content of reviewing and reporting data on administrative organizations, public service units, and the payroll of civil servants and public employees after the process of restructuring the apparatus.

Specifically, regarding the organizational structure, the Ministry of Home Affairs proposed to count the number of administrative organizations and public service units at each management level as of July 31, 2025.

Regarding the payroll, the Ministry of Home Affairs proposed to count the number of civil servant payrolls and the number of people working in public service units managed by ministries, branches, and localities as of July 31, 2025.

At the same time, the locality also compares (the level of increase or decrease) with the number of civil servant positions and the number of employees assigned by competent authorities in 2022 and additional assignments until 2025 (if any).

The Ministry of Home Affairs also requested ministries, branches and localities to urgently implement and send official reports to the Ministry of Home Affairs no later than August 4, 2025. This is to ensure the progress of synthesis, serve the assessment and subsequent proposals to be submitted to competent authorities for consideration and decision.
