Today, I and the representatives of the Central Committee, ministries and branches are very pleased to be assigned by the Politburo and the Secretariat to attend the Ceremony to announce the Resolutions and Decisions of the Central and local levels on the arrangement of administrative units at the provincial and communal levels; the establishment of the Provincial Party Committee; the appointment of Party committees, People's Councils, People's Committees, and Fatherland Front Committees at the provincial and communal levels. This is a political event of special importance to the Party Committees, authorities, and people of all ethnic groups in Bac Giang and Bac Ninh provinces in particular and the entire political system in general, a historical milestone, opening a new development period for Bac Ninh province after the arrangement.

In the flow of national history, the two provinces of Bac Giang and Bac Ninh are rich in tradition, have many similarities in geography, history and culture, and share a common origin. This is a land with a particularly important strategic position, considered a solid "fence" in the North, protecting the capital of Thang Long - Dong Do - Hanoi: witnessing many glorious feats, contributing to writing the heroic history of building and defending the country of the nation, typically the Nhu Nguyet defense line still echoes the heroic spirit of the poem "Nam quoc son ha Nam de cu". As an ancient Kinh Bac town, a land rich in cultural traditions, studiousness, and mandarin exams, contributing many talented and virtuous intellectuals who wholeheartedly served their homeland and country. Many historical and cultural relics are ranked at the National and Special National level such as: Do Temple (a complex of religious architecture worshiping eight kings of the Ly Dynasty), Dau Pagoda (one of the oldest pagodas in the history of Vietnamese Buddhism), But Thap Pagoda, Phat Tich Pagoda, Vinh Nghiem Pagoda, ... In particular, this place is the cradle of Quan Ho and Ca Tru folk songs - which have been honored by UNESCO as Representative Intangible Cultural Heritage of Humanity.

After more than 28 years of re-establishment, Bac Ninh and Bac Giang have always preserved and cultivated the tradition of solidarity, affection, and close attachment; regularly coordinated and supported each other for development. Promoting the revolutionary tradition, the spirit of innovation and creativity, the two provinces have made strong changes, affirming their image and position in the whole country; gradually affirming themselves as a bright spot of the country in socio-economic development with many economic indicators in the leading group of the country. The economic scale of the two provinces continues to expand (in 2024, the economic scale of Bac Ninh will rank 9th; Bac Giang will rank 12th nationwide), becoming a dynamic growth pole of the region and the whole country with the formation and strong development of industrial parks, attracting leading economic groups at home and abroad. Party building and the political system have been consolidated, cultural and social fields continue to receive due attention; national defense and security have been maintained.

Dear comrades, compatriots, soldiers and people in the province!

The streamlining of the apparatus, organizing a two-level local government model, and merging two provinces is not only a simple administrative activity but also a strategic step of great significance in terms of politics, organization, and practice in the process of improving the efficiency, effectiveness, and efficiency of the political system, aiming to create a new development space, exploit the potential advantages of the two provinces, create new conditions, motivations, and mechanisms for faster, more sustainable development, and better service to the people.

After the merger, the new Bac Ninh province will have an important strategic position, being the northeastern gateway of the capital Hanoi, and an important connection point of the midland and mountainous region of the North with the key economic triangle of the North including Hanoi - Hai Phong - Quang Ninh. The new Bac Ninh province will have many conditions for breakthroughs, expanding development space, promoting all potentials and advantages, creating new, strong and sustainable development momentum, one of the growth poles, a major economic - industrial center of the country, creating money to realize the aspiration of becoming a centrally-run city.

Dear comrades, compatriots, soldiers and people in the province!

The new Bac Ninh province with a two-level local government apparatus, the comrades who were selected, assigned, and appointed to hold key positions in the province are the recognition, trust, and expectations of the Central Committee, the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government, and the Vietnam Fatherland Front Committee for you. You need to continue to promote your spirit and responsibility, affirm your mettle, intelligence, and spirit of dedication, solidarity, dynamism, proactive adaptation to new requirements, dare to think, dare to do, dare to take responsibility for the common good; quickly catch up with the work.

From tomorrow (July 1), all work at the provincial and communal levels must be carried out in accordance with the authority and regulations of the Party and State, ensuring the apparatus operates synchronously and smoothly, ensuring the normal operations of people and businesses, especially in the areas of administrative procedure settlement, health, education, culture, etc. For places where the communal level still lacks specialized staff, the provincial level must promptly and fully arrange, strengthen, support and help to ensure synchronous and smooth work.

In the coming time, the workload is very large, so we request that you all concentrate highly, closely follow the Central Committee's directive documents (Directive No. 45-CT/TW, Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Conclusion No. 123-KL/TW....) and practical requirements to proactively issue timely and specific action programs and plans. In which, it is necessary to clearly define tasks, solutions, roadmaps, progress and organize implementation with a spirit of determination, determination, and the highest effort to successfully complete socio-economic development goals, ensure national defense, security, foreign affairs, and successfully organize party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party.
