The difference between the strongly developed urban areas and the rural, remote and isolated areas risks causing imbalances in investment and resource allocation. The integration and synchronization of planning, traffic and urban systems between localities takes a lot of time and is prone to overlap. Many communes and wards after the merger have to rearrange their headquarters and equipment, affecting operations. Accordingly, the solution to improve and build a team of qualified cadres and civil servants with pure revolutionary ethics needs to focus on a number of key tasks such as: Innovating the training and fostering of cadres in association with practice; focusing on management skills, digital technology, foreign languages, meeting the requirements of integration and digital transformation; tightening administrative discipline and order; promoting political , ideological and revolutionary ethics education for cadres and party members; being open and democratic in promoting and appointing the right cadres for the right job; building a synchronous database system to serve cadre evaluation; promptly handling cadres who violate civil service ethics; promoting the supervisory and critical role of the People, the Vietnam Fatherland Front and socio-political organizations...
From the practical work process, I have drawn 4 lessons that I would like to share: First, listen to people's opinions, handle work with emotion and reason. Second, cadres must have a firm grasp of the Party's guidelines and policies, the State's policies and laws. Cadres who do wrong to the people must publicly apologize to the people. Third, there must be fairness, openness and democracy in promoting, arranging and resolving policies for cadres. Fourth, when facing any urgent matter, the method of resolution must not be hasty.
I believe that with the initiative of localities, together with the efforts of the staff in general, the "revolution" of streamlining and streamlining the apparatus will be successful, laying the foundation for a modern, effective, efficient, close-to-the-people, and truly for-the-people administrative apparatus.

Merging the two provinces of Bac Ninh and Bac Giang is not only an administrative solution, but also a strategic "push" to restructure the development space, improve governance efficiency and make the most of available resources. In the context of an increasingly competitive world economy, the new Bac Ninh province with its strategic position in the Northern key economic region has a lot of space, potential and opportunities for the domestic and foreign business community to improve investment efficiency, expand the market, contributing to promoting the province's double-digit growth target.
In the coming time, departments, branches, sectors and localities need to step up propaganda, support and accompany the business community to effectively implement activities. When the apparatus is streamlined, the responsibility mechanism is clear, the administrative procedure system is transparent, etc., the business community expects a public authority system that knows how to listen and dares to act, dares to innovate for the common good, because to grow up is to grow, to mature, to step out of the comfort zone, to dare to face challenges for the common values of the nation. In recent years, the province's agricultural sector has achieved many outstanding achievements thanks to the implementation of a multi-level value agricultural model. This model has created a solid foundation for sustainable agricultural economic development. Many agricultural models applying high technology and agricultural value chains are increasingly developing strongly.
To move towards sustainability in the development of multi-level value agriculture, there needs to be close cooperation between the government, businesses and farmers. The role of the government is to develop support policies, encourage the application of multi-level models, promote the development of cooperatives and chain linkage models in production. Planning concentrated production areas, suitable to the conditions of each region, will create a foundation for implementing multi-level agricultural forms such as intercropping and combined farming. At the same time, investment in agricultural infrastructure, especially water and fertilizer resources, as well as organizing training programs on sustainable agricultural techniques... are necessary factors.
Enterprises play a key role in technological innovation, deep processing of agricultural products, production of organic fertilizers from by-products and cooperation with farmers to ensure stable output, sharing benefits according to the sharing economy model. Building processing plants and organic fertilizer facilities near raw material areas will help optimize costs and improve supply chain efficiency. The farming community needs to proactively learn, access new techniques, and participate in cooperatives to increase collective strength. Applying clean production processes will help protect the environment and improve the quality of agricultural products.
Participating in the development of multi-layered, multi-value agriculture, Bac Giang University of Agriculture and Forestry can become an academic center in research, training and transfer of multi-layered agricultural technology. With the advantage of quality human resources and a wide cooperation network, the University has the potential to lead the movement of developing multi-layered, multi-value agriculture not only in the province but also nationwide, thereby contributing to the formation of modern, civilized and sustainable agricultural communities.

Bac Ninh is gradually affirming its role as one of the country's key industrial centers. In particular, the province has attracted many transnational corporations, forming a modern industrial ecosystem, in which electronics and semiconductors stand out. To meet the development requirements of this field, preparing and training high-quality human resources must be identified as a key task, one step ahead. In particular, not only focusing on new training but also on additional training, retraining, and improving skills for the existing workforce must be promoted. Assessing the current status of training capacity in related occupations, surveying the scale and structure of human resources serving the semiconductor industry are the basis for building an accurate and effective labor market information system.
A breakthrough solution is to promote the connection between the three "houses" (State, school and enterprise). Enterprises are not only employers but also need to become the main subjects in the training process: from building output standards, designing programs, participating in teaching, evaluating results to supporting investment in equipment and technology. This will help learners to be fully prepared with skills, meeting and meeting recruitment requirements. Local authorities need to specify preferential policies, attract investment in the semiconductor sector and encourage enterprises to participate deeply in the vocational training process.
