Latest regulations on cases eligible for study cost support

Not only are tuition fees waived, in many cases students are also entitled to regular tuition fee subsidies according to regulations.

For families in difficult circumstances, it is not easy to cover tuition fees and other expenses related to their children's education. Therefore, they need support to be able to go to school.

Article 18 of Decree 81/2021 of the Government clearly stipulates the subjects that are supported with study costs, helping families reduce the burden of this amount, including:

• Children in kindergartens, primary and secondary schools, and students studying at regular educational institutions under general education programs who are orphans of both parents.
• Preschool children and primary school students, students studying at regular educational institutions under general education programs with disabilities.
• Preschool children and general education students studying at regular educational institutions under the general education program whose parents are poor households according to regulations of the Prime Minister .
• Preschool children and general education students, students studying at regular education facilities following the general education program in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities.

The direct learning cost support level is 150,000 VND/student/month to buy books, notebooks and other learning materials. The duration of the benefit is based on the actual study time and does not exceed 9 months/school year. This amount is paid twice a year at the beginning of the semester of the school year.

Payment method for tuition assistance

Clause 2, Article 21, Decree 81/2021 stipulates the method of payment of tuition support for students studying at public preschools and general education institutions.

Specifically, the Department of Education and Training is responsible for paying and settling the direct tuition support costs for parents (or guardians) of preschool children, primary and secondary school students.

The Department of Education and Training is responsible for paying and settling the direct tuition support costs for parents of high school students (or students), students studying at provincial-level continuing education institutions and students at other educational institutions managed by the Department.

The tuition support fund is provided for no more than 9 months/school year and is paid twice a year. In case the parents (or guardians) of preschool children and students have not received the tuition support within the prescribed time limit, they will be entitled to a refund in the next payment period.
