On the morning of June 27, at the closing session of the 9th session, the National Assembly passed the resolution of the session. Secretary General and Head of the National Assembly Office Le Quang Tung said that the National Assembly passed the Resolution amending and supplementing a number of articles of the Constitution. Amending the Law on Organization of Local Government, creating a legal basis for implementing the policy of streamlining the organizational apparatus.

Building a streamlined two-level local government model, reducing intermediate levels, improving the effectiveness and efficiency of national and local governance, and comprehensively restructuring the country's development space.
At the same time, the National Assembly and the National Assembly Standing Committee have issued, under their authority, resolutions on the arrangement of provincial and communal administrative units to officially implement the two-level local government model from July 1.
These are important decisions, of profound historical significance, directly impacting and influencing the entire political system, each citizen and the entire society, especially for 696 district-level administrative units and provincial and commune-level administrative units that will be reorganized nationwide and will end their operations from July 1.
According to the National Assembly, this decision has received the consensus and support of the majority of people, National Assembly deputies, Party committees, authorities, cadres, civil servants, public employees, and workers in the political system in administrative units implementing the arrangement.
The resolution clearly stated that the National Assembly and voters nationwide acknowledged and highly appreciated the historical role and contributions of Party committees and authorities of district-level administrative units nationwide, who have steadfastly and persistently shouldered the great responsibility. They have excellently and completely fulfilled the glorious historical mission over the past 80 years to create a solid foundation for the country to enter a new stage of development, shifting to a two-level local government organization model.
The National Assembly also acknowledged and commended the sense of responsibility of cadres, party members, civil servants, public employees, and workers who "joined hands and unanimously supported the implementation of the Party and State's major policy on streamlining the organization and apparatus of the political system".
Appreciating the sacrifices and contributions of collectives and individuals for the common goal and common interests of the nation and people, the National Assembly also requested the Government, local authorities at all levels, relevant agencies and organizations to focus on arranging, perfecting and stabilizing the organizational apparatus so that the two-level local authorities can operate smoothly, effectively and efficiently.
At the same time, there are mechanisms and policies to promptly care for, support and encourage those affected by the restructuring and streamlining of the organizational apparatus.
Regarding the transition to applying a number of specific mechanisms and policies that have been allowed by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries with the localities of Da Nang, Khanh Hoa, Ho Chi Minh City and Can Tho corresponding to the resolution applied before the merger.
The National Assembly also allows new communes and wards corresponding to the area of Buon Ma Thuot City (Dak Lak) after implementing administrative unit arrangement to continue applying specific mechanisms and policies in Resolution No. 72 of the National Assembly applicable to Buon Ma Thuot before implementing the 2-level local government model.
