According to statistics, in the first 6 months of 2025, there were 48 fires in the province, injuring 4 people and causing property damage of about 9.14 billion VND; compared to the same period in 2024, the number of fires decreased by 11 cases. This shows remarkable efforts in fire prevention and control management, inspection and supervision. The authorities promptly organized rescue; maintained 24/7 on-call duty; mobilized forces and means to be ready to participate in fire fighting, protecting the safety of many important political , cultural and social events.
The inspection and handling of violations of fire prevention and fighting regulations have also been seriously and synchronously implemented. In the first half of 2025, the provincial police force organized 2,555 inspections, and the Chairman of the People's Committee at the commune level directed the organization of 10,359 inspections of establishments under their management. The authorities discovered and sanctioned 1,595 administrative violations, with fines of over VND 1.5 billion. Many establishments with serious violations have been suspended or temporarily suspended, creating deterrence and forcing units and enterprises to raise awareness of compliance with regulations.
The movement "All people participate in fire prevention and fighting" is increasingly effective and goes into depth. By the end of June 2025, the whole province had built 1,567 models of inter-family fire safety teams, 514 public fire fighting points; 100% of households and houses combined with production and business have at least one person trained in fire prevention and fighting and escape skills. "Fire alarm 114" competitions, fire fighting and weekend rescue experience programs for students are organized simultaneously, creating positive social effects...

Along with inspection and handling of violations, the province pays special attention to propaganda and dissemination of legal education on fire prevention and fighting. In the first 6 months of 2025, agencies and units in the province have coordinated to post hundreds of news, articles and reports on fire prevention and fighting in newspapers and electronic information pages; produced animated propaganda films on fire prevention and fighting and search and rescue on social network Youtube; organized 236 live propaganda sessions for nearly 50,000 people; 104 training classes for more than 6,000 students, students and workers.
In particular, the province has been proactively and actively implementing the Law on Fire Prevention, Fire Fighting and Rescue (effective from July 1, 2025). This is an important, synchronous and comprehensive legal corridor, helping to overcome current shortcomings in management work. The Provincial People's Committee issued Plan No. 75/KH-UBND dated March 10, 2025 to specify the goals, tasks and solutions to put the Law into practice. The Provincial Police also implemented Plan No. 76/KH-CAT-TM, regularly reviewing, proposing amendments and supplements to overlapping and inappropriate documents. Accordingly, the Provincial Police also studied and reviewed Resolution 32/2021/NQ-HDND on handling facilities that do not meet fire prevention and fighting requirements and were put into use before the 2001 Fire Prevention and Fighting Law took effect, to submit to the Provincial People's Council for amendments and supplements to ensure consistency and unity when the new Law is applied.
Relevant units, departments and branches actively propagate the new regulations. On August 20, the Fire Prevention and Rescue Police Department (Provincial Police) held a conference to propagate and disseminate new legal documents with the participation of more than 500 delegates who are leaders of agencies, units and enterprises. The content focused on the responsibilities of the head, safety standards for each type of activity, and detailed instructions on how to declare and update fire prevention and fighting data on the online system. Next, on August 27, the Department coordinated to organize a conference to propagate and disseminate to representatives of units and enterprises in Hong Gai ward, Hoanh Bo ward, etc.

Ms. Hoang Thi Ngoc Anh, a trader at Vuon Dao market (Bai Chay ward), shared: “Every year, we are trained in fire prevention and fighting, knowing how to handle initial situations when a fire breaks out. Thanks to that, people feel more secure, and their awareness is clearly raised. Now, everyone understands that fire prevention and fighting is not only the job of the authorities but also the responsibility of the entire population.”
In addition, many models of "smart mass mobilization" associated with fire prevention and fighting continue to be promoted, such as "Skillful propaganda and mobilization of teachers, students, and pupils to actively participate in fire prevention and fighting activities"; "Fire prevention and fighting safe business clusters"... These models both promote creativity and encourage the community to participate in protecting the safety of life and property.
The implementation activities aim to build a synchronous database, contributing to enhancing the effectiveness and efficiency of state management of fire prevention and fighting; at the same time, creating consensus in society, as well as raising awareness of law compliance, preventing and limiting violations of the law in the field of fire prevention and fighting and search and rescue.
Despite many positive results, fire prevention and fighting work in the area still faces difficulties and challenges such as potential fire and explosion risks in old markets, houses combined with businesses, converted hotels, and limited fire fighting water infrastructure in many residential areas.
To improve the effectiveness of fire prevention and fighting work in the area, Quang Ninh continues to identify key tasks in the coming time, including continuing to strengthen leadership and direction; clearly decentralizing the responsibility for design appraisal and fire prevention and fighting inspection to local professional agencies; stepping up inspection and handling of violations; focusing on investing in infrastructure, equipment, expanding the network of grassroots fire prevention and fighting and rescue teams; stepping up propaganda, dissemination of laws, replicating effective models...
