According to Vice Chairman of Linh Nam Ward People's Committee Duong Van Hoa, Linh Nam Ward was formed after arranging part of the area and population of the old Yen So, Tran Phu, Thanh Tri, Thanh Luong and Linh Nam wards. The ward has an area of 10.86 km², with a population of about 20,706 people. Through a basic investigation, there are 345 establishments in the area listed in Appendix I of Decree 105/2025/ND-CP of the Government , of which 153 establishments are managed by PC07 Department, 192 establishments are managed by the Ward People's Committee.
In particular, 77 facilities (accounting for 22.31%) are warehouses and factories - types of facilities with high potential risks of fire and explosion. The inspection results show that many facilities still have problems such as lacking safe escape routes, not implementing solutions to prevent fire spread, or not fully equipped with fire prevention systems and equipment.
To improve the effectiveness and efficiency of fire prevention and rescue work, Mr. Duong Van Hoa proposed a number of key contents: For the Ward People's Committee and departments, strengthen leadership, direction, inspection and supervision of fire prevention and rescue work; develop plans to prevent and handle fire, explosion and incident situations according to the motto "4 on-site" (forces, command, means, logistics materials on-site); promote propaganda, raise awareness and skills for cadres and people; build a regular and elite fire prevention and rescue force; consolidate the civil defense force, equip necessary means; ensure funding, facilities, socialized resources, transportation and water sources for fire fighting and rescue.
For the Fire Prevention and Rescue Team of Area No. 12, it is necessary to continue to guide the Ward People's Committee on the responsibility of state management in fire prevention and rescue according to decentralization; provide information on topics and implementation plans of the City Party Committee, People's Council, and People's Committee of Hanoi City; inform and hand over the list of facilities under the management authority of the Ward People's Committee, especially facilities that do not meet fire prevention and rescue requirements...
At the conference, delegates witnessed the signing ceremony of the minutes of receiving and handing over the list of facilities according to the hierarchy between the leaders of Linh Nam Ward People's Committee and representatives of PC07 Department. Delegates were also informed about the new points of the Law on Fire Prevention and Fighting and Rescue, Decree 105/2025/ND-CP, guiding circulars, responsibilities of the Commune People's Committee, and comments from departments, offices, Ward Police and heads of residential groups.
