Over the past two days, on many social networking forums, parents have continuously reported that schools have suddenly stopped providing boarding services. Ms. X., whose child studies at Bac Phan Thiet Primary School (Phu Thuy Ward, Lam Dong ), said: "The teacher texted to announce that from September 8, 2025, students will not eat or stay at the boarding school, and will only study 2 sessions/day because there has been no direction and no staff contract has been signed. Previously, the school still organized boarding services so that parents could feel secure sending their children, but now the sudden announcement has shocked everyone."
Difficulties from new regulations
Not only Bac Phan Thiet Primary School, many other kindergartens and primary schools in the old Binh Thuan province are also in the same situation.
Ms. Huynh Thi Lam Chi, Principal of Bac Phan Thiet Primary School confirmed this information and said the cause originated from the new regulation.

"Previously, according to the resolution of Binh Thuan province, each class was allowed to hire 1.5 service staff: one person to support in class, the rest to cook in the kitchen. But according to the new resolution of Lam Dong, there are only 0.5 people/class left to provide meals. The part of taking care of boarding students in class must be taken care of by the homeroom teacher. If hiring a nanny, the budget will only pay about 3.7 million VND/month, much lower than the previous payment of more than 4.9 million VND/person, not enough for salary and insurance" - Ms. Lam Chi said.
In addition, from this school year, schools must apply a bidding mechanism to provide meals. "The school board is not familiar with and has not been trained, so it is very confusing," she added.
A kindergarten principal in the old Binh Thuan area also admitted: "The Department has issued a document with instructions, but the locality has not yet trained or unified the schools, so we are very confused. My school is temporarily maintaining the contract with the old supplier to avoid disruption, waiting for clearer new regulations."
Department of Education and Training: Simple process
A representative of the Finance and Planning Department of the Lam Dong Department of Education and Training confirmed that detailed instructions have been issued. Accordingly, the process of selecting a meal supplier is a "special case" that does not require training, and is only different from before in that the process and results must be posted on the public procurement portal.
"In the document, we also publicly announced the support phone number. The main problem is in schools in the old Binh Thuan and Dak Nong provinces because they have never implemented it, so many places do not have digital certificates to register on the system," he said.
Regarding the cost of allowances, the representative of the Department of Education and Training said that the locality implemented based on Resolution No. 21 of the Provincial People's Council, inheriting Resolution No. 385 of the Lam Dong Provincial People's Council (old). In which, the school must build an estimate of the cost of meals, the person providing the allowance, the management work, and the person taking care of the children for lunch. Then, agree with the parents and implement the collection on the basis of sufficient revenue and expenditure and must not exceed the level prescribed by the Provincial People's Council.
Regarding this issue, the leader of Lam Dong Department of Education and Training added that this evening, the department will issue a document guiding the collection and implementation of the Provincial People's Council Resolution. In particular, continue to implement Resolution 385 of Lam Dong regulating the collection of education and training support services.
No interruption of boarding
Regarding the situation where some primary and preschool schools in Lam Dong suddenly announced the suspension of boarding schools, Mr. Nguyen Minh, Vice Chairman of Lam Dong Provincial People's Committee, said that he had received the information and directed the Department of Education and Training to grasp the information and have a solution.
In particular, schools are required to coordinate with departments and localities to remove difficulties and obstacles, and continue to organize boarding schools from the beginning of this school year to ensure the rights of students and parents.
