Leading visitors to visit Ru Cat area - the revolutionary base of Phong Dien district (old) during the resistance war, Mr. Nguyen Ngoc Khanh, former Secretary of the Party Committee of Phong Binh commune, now Phong Dinh ward, informed: In the early period of the resistance war, the Phong Binh commune Party Cell was called Phong Dinh, mobilizing a large number of people to participate in the political struggle. From these struggles, many revolutionary bases were built, becoming a reliable support for the Party in consolidating local forces. This Hoa Cham - Ru Cat base was firmly maintained and became a place for cadres and party members of the Hoa - Binh - Chuong inter-commune (Phong Dinh ward today). During that period, many families in Hop hamlet, Tay Ho, Dong Trung Ho... did not fear danger to hide cadres in their houses and act as liaison to transport cadres to the guerrilla base.
Stopping on the asphalt road in the middle of Ru Cat, Mr. Khanh said: Before, during the resistance war, this road was just a white sand trail. The whole Ru Cat area was covered with native trees, so at that time there were many trenches and trenches, which were our revolutionary bases. Because this was a place close to the Hoa My War Zone, along with political and military activities, the Party cell and the people here also focused on producing and hiding rice, contributing to the resistance war. The work was carried out at night, every harvest season, people hid bags of rice in their gardens, the guerrillas went from house to house to receive the rice and then gathered in Ru Cat to dig trenches and bury them, making fake graves above, then reporting for the soldiers to come and receive them... That was a proud and glorious period of fighting against the enemy and protecting the homeland.
According to Mr. Khanh, I met Mr. Pham Ba Lien, 85 years old, a son of Phong Binh (old) hometown with 60 years of Party membership, to learn about the land that suffered many hardships during the resistance war. Making tea for guests, Mr. Lien recalled: In early 1947, the sand dunes in Phong Binh became a place for cadres and party members of the Hoa - Binh - Chuong inter-commune to stay. By the summer of 1947, many cadres, party members and soldiers had returned to the base, rebuilding the revolutionary movement. To fight a long-term resistance, the guerrillas and people in the area built a system of combat trenches, secret tunnels...
The sand dune area - the revolutionary base of Phong Dien district (old) was a strategic location throughout the years of resistance. Therefore, the enemy always poured a large army here, setting up dense posts to control and suppress our struggle movement. However, the people in the area, under the leadership of the Party cell, still steadfastly clung to their land and villages, determined to fight against the enemy. Despite countless difficulties, the people still tried their best to support the resistance, acting as a transit point for food, provisions, and weapons from neighboring areas to the Hoa My resistance base. "Phong Dinh land at that time was one of the localities that formed the first fighting villages and communes in Phong Dien district (old)" - Mr. Lien affirmed.
Forming civilized cities
Promoting the tradition of indomitable resistance, the Party committees, authorities and people of Phong Dinh today are embarking on the "war" to build a new homeland.
Introducing the traditional craft villages in the locality, Vice Chairman of Phong Dinh Ward People's Committee, Mr. Tran Van Huy excitedly said: The industrial - handicraft sector in the area continues to affirm itself as a key economic sector, making an important contribution to the socio-economic development of the ward. The production value increases by an average of 15% annually, accounting for 52% of the economic structure. Currently, the locality has 4 recognized traditional craft villages, including: My Xuyen fine art wood, Pho Trach lacquer mattress, Van Trinh net weaving, Phuoc Tich pottery; 9 products are recognized as typical rural industrial products...
Along with that, the trade and service sectors in the area have developed diversely, with an impressive average annual increase in production value of 18%. Many technical infrastructure works and essential facilities serving tourism and service development have received investment attention. The planning of areas with potential and advantages for tourism development has attracted investment capital, diversified types of tourism services, and the number of tourists to the area is increasing.
Another notable point is that Phong Dinh is strongly developing economic components, promoting investment in non-budget projects to create economic restructuring. Currently, the ward has 19 cooperatives and cooperative groups; 46 enterprises, of which 9 are investing in industrial parks (1 enterprise with 100% foreign capital); more than 190 individual business households operating in various fields. Through policies, 7 establishments have been supported by capital from the national industrial promotion program with a total amount of 543 million VND. Mr. Nguyen Viet Nam, a household in Pho Trach palm mattress craft village, said: Thanks to the support policy, a new business direction has been opened for people here. In particular, my NX palm mattress product has been proposed to be recognized as a typical national product.
According to Phong Dinh Ward Party Secretary Hoang Van Thai, the locality has favorable conditions thanks to the City People's Committee approving a list of more than 10 projects calling for investment in the ward with potential fields such as tourism, services, resorts, minerals, and energy. Among them, there are large projects such as Ngu Ho Golf Course and auxiliary areas; Ngu Ho Eco-tourism Area; Ngu Ho Commercial Service Area; Hue Traditional House Museum in My Xuyen Craft Village; White Sand Mine in Phong Chuong Commune, Phong Hoa; Phong Hoa Solar Power Plant...
Therefore, in the new period, Phong Dinh will mobilize resources to focus on building a synchronous socio-economic infrastructure system; focusing on prioritizing the development of connecting traffic infrastructure, key traffic systems according to the planning, creating a foundation for urban construction. In particular, coordinating with departments and branches to effectively implement the medium-term investment plan for the period 2026 - 2030 and annually, prioritizing resources for key, important, strategic projects in the ward. At the same time, creating favorable conditions to attract investment from enterprises and non-budget projects for socio-economic development, especially projects in Ngu Ho area, striving to gradually build Phong Dinh ward into a civilized urban area.
