The Ministry of Industry and Trade has just officially approved the 2025 electricity generation price framework applicable to offshore wind power plants.
Accordingly, the maximum price for offshore wind power in the North is 3,975.1 VND/kWh; in the South Central region it is 3,078.9 VND/kWh; and in the South it is 3,868.5 VND/kWh. These prices are exactly the same as the previous proposal of Vietnam Electricity Group (EVN).
Based on the above electricity price framework, EVN and the electricity generation unit sign an electricity purchase and sale contract on the basis of compliance with legal regulations on methods for determining electricity generation service prices issued by the Ministry of Industry and Trade.
According to the adjusted Power Plan VIII, Vietnam will have 6,000 MW of offshore wind power by 2030 and 17,500 MW by 2035. By 2050, this power capacity is expected to reach 113,000-139,000 MW.
Previously, EVN said the proposed price based on the calculation of investment rate for wind power in the regions is 93,565 million VND for 1kW (with foreign exchange rate of 25,450 VND to 1 USD), equivalent to 93 billion VND for 1MW.
However, the capacity factor of the regions is different, such as in the North it is 38.4%; in the South Central it is 49.6% and in the South it is 39.5%.
