Approving the investment policy for the project "Hanoi - Lao Cai railway parallel line (Northern and Southern routes) the remaining sections connecting from Vinh Yen to Hac Tri bridge"

On June 27, the Provincial People's Committee issued Decision No. 1427 approving the investment policy of the project "Hanoi - Lao Cai railway parallel line (Northern and Southern routes) the remaining sections connecting from Vinh Yen to Hac Tri bridge" organized by the Department of Construction to manage the project with the aim of gradually completing the urban traffic infrastructure framework of Vinh Phuc province according to the planning approved by competent authorities; meeting the transportation needs of the area the route passes through and neighboring areas; reducing traffic volume on National Highway 2, from Vinh Yen to Viet Tri and vice versa; exploiting land funds along the route and surrounding areas to gradually complete according to the approved planning of Vinh Phuc province; creating a driving force to attract investment, promoting socio-economic development of the province and locality.

The Hanoi - Lao Cai railway parallel project is speeding up compensation and site clearance progress.

The project has a total main line length of about 9.2 km; total investment of 1,211,340 million VND from provincial public investment capital for the period 2021 - 2025 and the period 2026 - 2030. Project implementation location: Hoi Thinh, Vinh An, Vinh Hung and Vinh Thanh communes , Phu Tho province according to Resolution No. 1676 of the National Assembly Standing Committee dated June 16, 2025. Project implementation period: From 2025-2028.

The Provincial People's Committee assigned the Department of Construction (the agency proposing the project) to be responsible for directing the implementation of the next investment procedures according to regulations. The Department of Finance, together with other departments and localities, shall guide the investor in the implementation process, ensuring compliance with the law on public investment, construction and other relevant laws.
