Foundation for new urban construction
Over the past years, Vinh Phuc has been assessed as a locality with rapid urbanization, systematic planning and high investment attraction efficiency. Urban areas such as Vinh Yen and Phuc Yen, along with a system of modern industrial parks, have contributed to building a harmonious urban space development model with long-term orientation and strong application of digital transformation in urban management.
These results create a solid foundation for application and dissemination in the process of building a new Phu Tho province - a place with diversity in terrain, population and development levels between regions.
Carrying out the assigned tasks according to the Vinh Phuc Provincial Planning for the period 2021-2030, with a vision to 2050 (approved by the Prime Minister in Decision No. 158/QD-TTg dated February 6, 2024), the Department of Construction has advised the Provincial People's Committee to submit to the Prime Minister for permission to adjust the Vinh Phuc Urban Construction Master Plan; at the same time, organize the preparation and approval of the general planning of type IV urban areas in Vinh Tuong, Binh Xuyen, Tam Dao districts; General planning of Phuc Yen city urban area; Construction planning of Yen Lac district area; Planning of Sau Vo Lake Ecological Service Urban Area; Detailed planning of Dam Vac Lake renovation to create a highlight of the central urban landscape and a driving force for socio-economic development for the locality.
Thanks to the drastic direction and synchronous implementation, up to now, the coverage rate of urban planning and inter-district construction planning has reached 100%; zoning planning has reached 100%; and general planning for new rural construction has reached over 90%.
The quality of planning work is constantly improved thanks to the close connection with the management of implementation and urban construction; the process of planning establishment, appraisal, approval and adjustment is strictly controlled, minimizing adjustments that affect public land funds.
Currently, the urban network in the province is evenly distributed in 9 districts and cities, including 34 urban areas (01 type II urban area, 01 type III urban area, 32 type V urban areas); the urbanization rate reaches about 50%. Urban space is expanded with technical infrastructure and social infrastructure systems invested in a synchronous and modern direction.
Implementing the Housing Development Program of Vinh Phuc province to 2030, with a vision to 2045, the Department of Construction has developed a 5-year and annual housing development plan; advised the Provincial People's Committee to deploy the Project to develop at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030. In the first 6 months of the year, the province started 4 social housing projects: Phuc Thang, Nam Vinh Yen New Urban Area, Thien Ke Xanh and Kira Home, contributing to increasing the average housing area per capita to 34.7 m² of floor/person, exceeding the target set by the Resolution of the 17th Provincial Party Congress.
At the same time, the work of improving the quality of construction investment, especially for projects using state budget capital, has received due attention. The Department of Construction has proactively adjusted and supplemented project management policies in accordance with the provisions of the Law on Public Investment and the Law on Construction. Since 2020, 456 projects and works have been appraised with a total investment of over VND 16,000 billion, saving the budget more than VND 1,100 billion.
Promoting regional connectivity and sustainable development
After the merger, the new Phu Tho province will have a large area, diverse terrain and a large population. To develop effectively, it is necessary to think about planning in the direction of regional linkage and a clear and flexible decentralized management mechanism.
In particular, Vinh Phuc's experience in coordinating development between urban and suburban areas, between industrial parks and residential areas, will be a model for creating a reasonable spatial structure, reducing pressure on the center and enhancing connectivity between mountainous, midland and delta regions.
In addition, the problem of preserving cultural identity and exploiting the potential of spiritual and ecological tourism (such as Tam Dao, Ba Vi, Hoa Binh Lake, Hung Temple) requires a flexible planning strategy, harmonizing economic development and resource conservation, which Vinh Phuc is striving to implement step by step.
The establishment of the new Phu Tho province is a strategic step in restructuring administrative boundaries, aiming at the goal of sustainable development and deep integration of the Northern midland region. In that process, Vinh Phuc with its modern planning foundation, advanced management thinking and synchronous infrastructure system will play a core role, laying the foundation for a smart, green, connected and balanced urban development model.
The inheritance and spread of urban values from Vinh Phuc is not only a valuable practical lesson but also a strong driving force, contributing to building a new Phu Tho province to develop comprehensively and sustainably in the period of innovation and international integration.
