The incident was discovered by parents of Thang Long International Primary School at the end of June when they could not see their children's scores on the eNetViet learning results lookup application.
After investigating, the group of parents learned that for the 2024-2025 school year, Thang Long International Primary School did not have an enrollment target but still enrolled students, leading to hundreds of first graders falling into the situation of "illegal study".

Ms. Quynh Trang - parent of class 1A2 - said that when working with the school, the school did not have a satisfactory explanation, such as "The Department of Education and Training has not opened the system to update" and encouraged parents to "rest assured".
In a document working with parents on July 30, the school admitted that it was unable to update the learning results of first graders to the industry database, and committed to taking responsibility for the missing student transcripts and ensuring the legality of paper transcripts.
However, up to now, the school has not been able to resolve it.
Ms. Quynh Trang shared: “Thang Long International Primary School created a new student code that is not the same as the code that the children were given when enrolling in grade 1. The new school accepted my child, but the grade 1 report card is still blank, and there is no solution yet.”
According to Ms. Trang, many parents of her children's class have looked for new schools to transfer their children to. However, this has not been successful.
In the area, there is only one school that accepts students but does not accept responsibility for the lack of first grade results. Parents have to find schools far from their homes. Most schools refuse to accept students, including private schools.
Ms. Trang added that the People's Committee of Dinh Cong ward had a meeting with the group of parents, recording the incident on August 15.
A representative of the Department of Culture and Society of Dinh Cong ward informed parents that they had sent a report to the Hanoi Department of Education and Training to ask for direction and solutions.
Responding to Dan Tri reporter, the representative of Dinh Cong ward leader said that the ward is urgently coordinating with competent authorities to resolutely handle violations and ensure legitimate rights for students.
Thang Long International Primary School belongs to the Bill Gates Schools Education System, located in the old Hoang Mai district. The school has been operating since 2010. The enrollment of primary schools in the area for the 2024-2025 school year is under the responsibility of the old Hoang Mai district.
From July 1st this year, the school is under the management of Dinh Cong Ward People's Committee.
