On July 16, a conference was held at the National Assembly House to discuss a number of major issues regarding the reception and revision of the draft Law on Supervision Activities of the National Assembly and People's Councils (amended), focusing on regulations on supervision by People's Councils.
Attending and speaking at the conference, Vice Chairman of the National Assembly Tran Quang Phuong stated that the law must be stable, simple, easy to understand and easy to implement. “The draft law should not stipulate contents on processes, procedures and contents with high volatility. The phrase “Law on Activities” itself is highly volatile, so there is no need to stipulate too specific issues”. The Vice Chairman of the National Assembly suggested that the National Assembly Standing Committee issue a resolution to stipulate and provide specific instructions suitable for each period. The Vice Chairman of the National Assembly noted that the drafting agency should review and edit the concepts, principles, authority, rights and responsibilities of subjects and objects; affirming that supervision by the National Assembly and People's Councils is a method of controlling power.
It is worth noting that when there is no district-level People's Council, it is necessary to clearly define which content is transferred to the commune-level People's Council for supervision and which content is transferred to the provincial People's Council; and how is the coordination between the supervisory subject and the subject of supervision?
Along with that, Vice Chairman of the National Assembly Tran Quang Phuong also proposed that the draft clearly stipulate the mechanism for using experts, promote the application of digital technology and artificial intelligence in monitoring activities; ensure consistency and synchronization with the legal system, especially laws on organizational apparatus.
At the conference, many delegates also proposed adding the principle of “implementing digital transformation in supervision activities”, recognizing digital transformation as an inevitable trend in improving the operational efficiency of the National Assembly and People’s Councils. Adding this principle is also consistent with the tasks of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and digital transformation.
