Accordingly, regarding the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 (Project 06), the Steering Committee requests ministries, branches and localities to:

Urgently resolve and complete 45 tasks that are behind schedule, and deploy 30 tasks that must be completed in the last 6 months of Project 06. In particular, focus on coordinating with the Ministry of Public Security and assigned corporations and enterprises to review, evaluate, and accelerate the completion of 11 key databases in Plan No. 02 of the Central Steering Committee and 105 specialized databases in Resolution No. 71/NQ-CP according to the roadmap from now until December 31, 2025;

Priority is given to completing databases on civil status, land, databases related to education , health, industry and trade, finance, internal affairs, etc. For databases related to people of ministries and branches, it is necessary to create and build a unified national database on population, to ensure the principle of "correct - sufficient - clean - living - smooth connection";

Urgently review and amend business processes to regulate the use of integrated information on VNeID to replace paper copies, and not require people to provide paper copies when data is available. Coordinate with the Ministry of Public Security to immediately reduce documents in administrative procedure files and replace them with data and documents integrated into VNeID (completed in August 2025); return administrative procedure results via the VNeID application, eliminate the issuance of documents and return results in paper copies, and cut fees related to the production, printing, and issuance of paper copies (only issue paper copies when requested by citizens). Completed in August 2025;

Organize propaganda so that people can proactively authenticate and integrate documents into electronic identification accounts for use when performing transactions; encourage people to perform 100% of 25 online public services in the entire process in Plan No. 02 of the Central Steering Committee in the electronic environment, striving to only receive documents in the electronic environment as the only form by October 1, 2025. Provincial People's Committees direct public administration centers at all levels and one-stop-shop units to arrange sufficient means, machinery, equipment and human resources of cadres, civil servants, and youth union members to guide and support people in performing public services in the online environment.

The Steering Committee requested ministries and branches to promptly develop and complete detailed regulations and guidelines for the implementation of laws passed by the National Assembly at the 9th session of the 15th National Assembly according to the roadmap; continue to review, develop, amend and supplement relevant legal documents; re-evaluate the operating model of state financial funds, ensuring efficiency and avoiding waste and negativity.
