Urgent solution to the problem of clean water shortage

After operating the 2-level local government, the top urgent task that the Party Committee and the government of Tan Minh commune (including 3 communes of Doan Lap, Kien Thiet, Cap Tien and part of Tan Minh commune of the old Tien Lang district) focused on directing and implementing was to soon bring clean water to serve the people. Tan Minh commune currently has 5 water plants providing domestic water to the people, with a total of 9,312 households using it.

However, the above factories currently do not meet both the reserve and quality requirements because they were built a long time ago and have limited investment. Some factories have simple and outdated water treatment technology. The raw water supply for clean water production mainly comes from exploiting surface water sources in the irrigation canal system, lacking a water source protection corridor... Concerned about the quality of the water supply from the mini water plant system that does not guarantee quality, recently, many households in Tan Minh commune have had to return to using well water.

Not only Tan Minh commune, the "thirst" for clean water is a common concern of people in many communes, especially in the eastern part of Hai Phong. According to the regulations in Decrees No. 117 and No. 98 of the Government on production, supply and consumption of clean water, each water supply service area is only provided by one water supply unit. In some communes such as Cat Hai special zone, the transfer of water supply areas and the installation of water pipes to some areas are facing difficulties in general planning as well as water supply planning.

In particular, the most difficult problem at present is mobilizing water plant owners to liquidate, transfer the plant, and hand over the water supply area to a new, capable unit. Most of the mini water plants in the city are currently invested with mixed capital sources. In which, the State invests in the construction of works belonging to the water treatment system within the plant's fence; organizations and individuals participate in the investment in the water supply pipeline system from the plant to the consumer. When assigned to operate and exploit the water plant, enterprises and individuals managing rural water supply works invest additional funds to renovate and upgrade the filtration system and water supply pipeline. However, this activity is completely not in accordance with the design documents approved by the competent state agency, and does not have enough reasonable documents, so determining the initial investment value and the remaining value is difficult, leading to difficulty in reaching an agreement on the value of compensation and liquidation assets when mobilizing business owners to hand over the water supply area.

Continuously invest in expanding water supply area

The Party Committees, authorities of communes and clean water suppliers in the city are making efforts to implement many solutions to remove obstacles and bring clean water to the people soon. At the same time, this is also to carry out the city's task and goal of ensuring that by 2025, 100% of rural residents have access to clean water for daily life that meets standards; and to complete the termination of operations of water plants that do not ensure quality according to standards.

Comrade Nguyen Quang Huy, Party Secretary, Chairman of Tan Minh Commune People's Council, said that the commune has established a Steering Committee to bring clean water to rural areas, focusing on propaganda and mobilizing socialized funding sources to support water plants that agree to transfer water supply areas according to the valuation results, striving to complete full collection in 2025. At the same time, the commune will strengthen inspection of operations, quality, and water supply pressure at existing mini water plants, ensuring stable domestic water sources during the water supply unit transfer period. In addition, closely coordinate with Hai Phong Water Supply Joint Stock Company to speed up the installation of pipeline networks, deploy the construction of booster pumping stations, and update the land use planning adjustment dossier for the period 2021 - 2030 so that local people can use clean water as soon as possible.

According to Hai Phong Water Supply Joint Stock Company, as the city's main water supply unit, in recent years, the company has implemented 16 water supply projects with a total investment of over VND1,000 billion. The company is operating 10 water plants and a number of small water supply stations with a total capacity of over 440,300m³/day and night, along with thousands of kilometers of transmission and distribution pipelines.

With a synchronous and modern investment system, the company not only provides clean water for urban residents but also continues to expand the water supply network, extending the service area to suburban areas and islands in the eastern part of Hai Phong. In particular, most recently in early 2025, the company completed the investment and installation of a D400 pipeline system of more than 8.4 km long to supply clean water to communes in the western area of ​​the old Tien Lang district. The company is bidding for the water supply project of the old Cap Tien commune (now Tan Minh commune).

In the western area of ​​Hai Phong, Hai Duong Clean Water Business Joint Stock Company is implementing many projects to upgrade water supply pipelines and transmission lines with a total investment of about 30 billion VND, expected to be completed this year such as: increasing the capacity of the booster pump station in the Ghe bridge area from 20,000 m³/day and night to 35,000 m³/day and night; building a new clean water transmission pipeline with a diameter of D560 and a length of 800 m from Ghe bridge to Phuc Dien industrial park...

With the drastic participation of the commune authorities and the support of key units providing clean water in the city, the problem of lack of clean water in remote communes will be gradually solved. Thereby, contributing to the completion and improvement of the quality of criteria for building a new model rural area, improving the quality of life of suburban residents.
