The “key” to help ethnic minorities escape poverty

Developing vocational education (VET) and creating jobs for workers in ethnic minority and mountainous areas (EMMA) is one of the contents of Sub-project 3 under Project 5 of the National Target Program on socio-economic development in EMMA areas, contributing to improving the quality of human resources and supporting stable employment for EMMA workers.

Implementing the project of developing vocational education - Creating jobs for workers in ethnic minority and mountainous areas, the province focuses on synchronously and effectively implementing many solutions to improve the quality of vocational training (VET), meeting the increasing demands of the labor market. Building a VET program closely following the needs and conditions of ethnic minorities. Maintaining human resource training associated with traditional occupations such as: forging, brocade weaving, incense making, paper making, palm sugar, vermicelli, roof tiles, conical hat making, mulberry growing, silkworm raising, aquaculture, raising large livestock, poultry, mushroom growing, dried vermicelli, silver carving, afforestation and medicinal plants... Supporting ethnic minority workers to access labor market information, job search and connection services; propaganda, career counseling, start-up, vocational training and job introduction services, job exchange, support for workers to work abroad, capital, business knowledge, consulting for workers with start-up ideas, especially projects to develop household and cooperative economies .

The Center for Vocational Education and Continuing Education (VET), Vocational Colleges and socio -political organizations coordinate to survey vocational training needs, develop training programs suitable for each locality, diversify training methods, strengthen links with businesses so that students can practice and have jobs after graduation. At the same time, promote career counseling and support learners to access preferential policies. Open classes right in the hamlet so that ethnic minorities can both study and work in production, so that the acquisition of knowledge and application of science and technology into production are effective. After studying, many students boldly change the structure of crops and livestock, expand production scale, and create jobs on the spot for many other workers. Thereby, the number of workers who learn a trade and have stable jobs, suitable for their capacity, interests and trained professions is increasing. In 2024, the rate of trained workers will reach 50.9%, of which the rate of workers through vocational training will be 38.8%.

With funding from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the Ha Quang Vocational Training Center organizes elementary and intermediate vocational training classes for rural workers from poor and near-poor households, families with preferential policies, and ethnic minorities. Director of the Vocational Training Center Nong Van Dan said: During the implementation process, the Center coordinates with associations, unions, and People's Committees of communes to propagate and disseminate the Party and State's policies on vocational training for workers. Investigate and survey the vocational training needs of workers and the recruitment needs of businesses. From there, propose vocational training models suitable to the actual conditions of the locality. Focus on doing a good job of connecting and introducing jobs for students after training. Monitor and evaluate the effectiveness of job placement for workers after vocational training. Thereby, helping learners access and apply science and technology to production, shift the structure of crops and livestock, reduce costs, and improve labor productivity.

Attending a training course on livestock and poultry farming, Mr. Truong Van Cong, Can Yen commune, built a high-tech pig farming model, sharing: My family has raised pigs for many years but only on a small scale. We want to raise pigs on a large scale but lack knowledge of livestock and veterinary medicine. Every time we need to treat or breed pigs, our family has to hire people to do it, so the cost increases and the profit is low. Attending livestock and veterinary training courses helps me gain knowledge to detect and treat common diseases in pigs, reducing damage caused by epidemics. I know how to choose standard pig breeds, feed mixing techniques to help pigs grow well and produce high quality meat. Up to now, I have invested in building a farm of nearly 1,000 m2 , raising 40 sows, more than 400 pigs, earning 500 million VND per year, creating jobs for 1-2 workers, each worker earning 5 million VND/month.

Mr. Nong Trung Tien, Truong Ha commune shared: In previous years, I bought a tractor to work the land for my family and to work for other households in the village during the crop season. When the machine broke down, I had to take it for repair, which took time and money, affecting my family's income. After participating in the agricultural machinery repair training course opened by the Ha Quang Vocational Training Center in the commune with the form of "hands-on instruction", I now repair it myself. Many households in the commune and neighboring areas often call me to repair their broken tractors, threshers, harrows, and harvesters, creating more jobs and income, contributing to improving their family's life.

In parallel with the Youth Union work, the Employment Service Center organizes job counseling, recruitment and career orientation, propaganda, providing information on vocational training enrollment, labor recruitment of enterprises, labor export for youth and ethnic minority workers. Since the beginning of the year, the Employment Service Center has provided job counseling for 3,906 workers, introduced domestic jobs to 369 people. The number of workers who found jobs and vocational training associated with jobs through the Center's information channels is 568 workers. The Center organized 3 job fairs, 9 career orientation conferences, 37 job transaction sessions, 12 job consultation and introduction conferences. Coordinated with Brother Industrial Co., Ltd. to organize 8 job consultation and introduction conferences with 342 attendees; connected 6 businesses with recruitment needs to organize 8 job transaction sessions with 729 attendees; Coordinated with the Employment Service Centers of Bac Ninh, Thai Nguyen, and Ninh Binh provinces to organize 5 online job fairs connecting employees with businesses...

Enterprises and cooperatives inside and outside the province search, orient and select training occupations that are close to the reality of rural mountainous areas; connect labor supply and demand, consult and forecast labor market information. On that basis, vocational training linkage models are formed such as: Concentrated training, short-term training, training at production and business establishments, training according to orders of enterprises, localities... with levels from elementary to university to promptly supply enough labor resources and meet the needs of diverse training occupations. Along with that, many support policies for vocational training activities are implemented synchronously and effectively in the direction of socialization, creating appropriate training linkage models, improving the quality of vocational training for rural workers and ethnic minorities.
