Accompanying and pioneering on the digital transformation journey

On September 6, 2025, Vietnam Posts and Telecommunications Group (VNPT) solemnly held the second Labor Medal receiving ceremony. This is the recognition and appreciation of the Party and State for its effective contributions over the past 80 years to the cause of building, innovating and defending the Fatherland; especially the core role in national digital transformation, promoting the construction of digital infrastructure... In Lam Dong, VNPT has become a "digital warrior" leading the digital transformation trend in the locality.

A solid foundation for digital government

Identifying the pioneering mission, VNPT Lam Dong has focused resources on building a solid digital infrastructure system, as a premise for the effective operation of e-government. One of the outstanding achievements is the construction of a smooth online video conferencing system, seamlessly connecting from the Central to 124 communes, wards and special zones across the province. This infrastructure has served thousands of important meetings, ensuring that direction and operation are continuous and timely, saving significant time and costs.

Not only stopping at connection, VNPT also consults and supports the construction of internal networks (LAN) and ensures level 3 safety and security for commune-level administrative units. This is a strategic step, creating a safe digital infrastructure "backbone", capable of meeting the requirements of operating 2-level local governments.

In the initial phase of operating the two-level government, VNPT mobilized maximum human resources, expanded bandwidth and sent experts on duty to provide technical support. Thanks to this careful preparation, the system has operated stably, contributing significantly to helping Lam Dong province rise to the 9th position out of 34 provinces and cities in terms of service quality on the National Public Service Portal after only one month of implementation. From July 1, 2025 to present, the system recorded that Lam Dong has resolved 877/2,237 procedures that were fully implemented online and 1,163/2,237 that were partially implemented...

At the same time, the centralized document management system built by VNPT is not only operated smoothly throughout the province but also connected with the Party bloc and central ministries, departments and branches. The successful connection with the national databases of the Government Office , Ministry of Finance, Ministry of Justice... has helped synchronize 25 socio-economic criteria with the Government's Reporting Information System, creating a solid foundation for the construction of a provincial Command and Operation Center (IOC).

In administrative reform, VNPT Lam Dong has deployed an information system to handle public administrative procedures for 100% of state agencies, from departments and branches to commune, ward and special zone levels.

Leading the trend of smart cities, digital citizens and digital society

Applying artificial intelligence (AI) and big data analysis, VNPT has successfully deployed many smart solutions, bringing practical benefits to people and businesses in the digital society of modern cities. Typically, the Intelligent Operation Center (IOC) in Da Lat wards has integrated AI to analyze traffic data from cameras; thereby, automatically adjusting traffic lights at 7 key intersections, helping to reduce congestion during rush hour and has reduced by 22% (2024 data).

VNPT also supports the extensive application of technology in state management, when coordinating with the Department of Agriculture and Environment to analyze land and population data to serve the planning adjustment work in Don Duong, Bao Loc and Duc Trong (old). In the healthcare sector, hospital management software (VNPT HIS) has been deployed in more than 85% of healthcare facilities in the province. The VnEdu platform (in the education sector) has reached over 370 schools, creating a modern management, teaching and learning environment. For the business community, VNPT maintains its leading position in market share in digital signatures, electronic invoices, electronic contracts with more than 3,200 businesses trusting and using the service... To make it easier for people to access public services, VNPT has deployed the Smart Kiosk system. With the support of AI and Chatbot virtual assistant, people can complete administrative procedures quickly, accurately and conveniently. This system has been effectively deployed at nearly 400 locations in 30 provinces and cities nationwide...

VNPT Lam Dong also carried out a revolution from within. The "Digital Warrior" model was spread to 100% of staff, building a working culture in the digital environment. All production, business and technical activities are managed through digital data (IOC Dashboard), helping the leadership respond immediately to market changes. Activities such as: cashless payment, online meetings, electronic documents... have become an indispensable part of business operations...

Sharing about this journey, Mr. Ho Quang Hue - Party Secretary, Director of VNPT Lam Dong affirmed: "There are many challenges to overcome in digital transformation, but without transformation, there will be even more challenges". From its practical capacity and strong mark, VNPT Lam Dong has been trusted by the Provincial Party Committee and Provincial People's Committee, assigned a core role in deploying infrastructure and developing an interconnected digital platform; making practical contributions to the goal of bringing Lam Dong quickly onto the national digital transformation map; deserving to be a reliable "extended arm" of the Party, State and People in the digital age...
