Determined to bring the highway project to the finish line on schedule

The drastic implementation of the Chau Doc - Can Tho - Soc Trang and Can Tho - Ca Mau expressways is very meaningful in promoting the Mekong Delta region in general and Can Tho city in particular to develop rapidly and sustainably, contributing to the overall development of the country. Despite the impact of the weather and difficulties in material sources, workers and engineers are still working hard on the construction site to bring the project to the finish line on schedule.

Solving the problems

In early September, the working atmosphere at the construction site of Chau Doc - Can Tho - Soc Trang and Can Tho - Ca Mau expressways was very busy. Thousands of engineers and workers were divided into many groups, some operating machines, some checking and supervising quality, some directly performing construction... all creating a vibrant and urgent picture of labor, showing the determination to "eat quickly, sleep quickly", "overcome the sun and rain" to meet the schedule.

Items such as fences, guardrails, signs, etc. are installed and constructed in a rolling manner according to the asphalt concrete sections on the Can Tho - Ca Mau expressway through Can Tho City.

The Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1, the section through Can Tho City (after the merger) includes Component Projects 2, 3 and 4, with a total length of 132.47km, with a total investment of nearly 31,300 billion VND. According to the report of the Management Board of Investment Projects for Construction of Traffic and Agricultural Works of Can Tho City, as of early September 2025, compensation, support and resettlement work has been basically 100% completed. Regarding the relocation of technical infrastructure works (high voltage electricity), the Land Fund Development Center is currently coordinating with the City Electricity Company to carry out the relocation at the site. Regarding the construction organization alone, the project has a total of 11 construction and installation packages (10 construction and installation packages and 1 construction and installation package for the traffic safety system). Specifically, Component Project 2 reached 42.12% of the contract value; Component project 3 reached 47.61% of contract value; Component project 4 reached 40.31% of contract value.

The total demand for sand filling materials for Project Component 2, 3, 4 is about 20.1 million m3 of sand, currently the source has been identified about 13.313 million m3 , exploited for the project about 6.529 million m3 . The remaining about 6.788 million m3 is continuing to contact the localities (An Giang, Dong Thap, Vinh Long) to carry out exploitation procedures, supplementing sand sources for the project.

The total demand for stone materials for the 3 component projects is about 3.317 million m3 , of which about 0.685 million m3 has been gathered to the project and used. The volume of stone with identified sources is 1.838 million m3 (of which, An Giang province has committed to support 1.443 million m3 , Dong Nai province has committed to support 0.2 million m3 ; 0.195 million m3 has been signed a contract with Thuong Tan mine, Ho Chi Minh City). The volume of unidentified sources is about 1.004 million m3 , the investor and contractor continue to contact and register the demand at the stone mines in Dong Nai province and Ho Chi Minh City, basically meeting the demand for material sources.

Currently, the implementation of bridge projects on the route has met and exceeded the set schedule. However, the route has not met the required progress due to the slow collection of sand materials at the construction site. The investor is urgently directing consulting units and construction contractors to coordinate surveys, conduct research and adjust design solutions and construction methods to shorten the progress, striving to complete the project in accordance with the direction of the Prime Minister. At the same time, the investor and related units are focusing on contacting localities with sources of sand and stone materials to serve the construction.

Lieutenant Colonel Tran Quang Hoat, Deputy Director of Truong Son 10 Management Board, Army Corps 12, Truong Son Construction Corporation, the project's construction unit, said: "Regarding the exploitation of river sand materials for construction, we have mobilized forces, equipment, and means of transport to exploit them to the maximum according to approved environmental impact assessment reports and in accordance with the Prime Minister's directive to work overtime, work shifts, and work during holidays and Tet. Currently, some sections of the road have been reinforced and asphalt paving can be deployed around October this year."

Race against time

The Can Tho - Ca Mau Expressway project is also racing against schedule to complete this year. At the construction site, the working atmosphere of engineers and workers is very urgent. Contractors maintain continuous construction, including the September 2nd holiday to ensure general requirements. The Can Tho - Ca Mau Expressway project has a main route length of more than 110km and nearly 26km of connecting routes, passing through Can Tho city, An Giang province and Ca Mau province. The project has a total investment of more than VND 27,520 billion; construction started on January 1, 2023, and is scheduled to be completed on December 19, 2025.

Mr. Tran Van Thi, Director of My Thuan Project Management Board, said that the Can Tho - Ca Mau expressway is divided into two component projects. Up to now, the construction output of the Can Tho - Hau Giang section has reached 76%; the Hau Giang - Ca Mau section has reached about 70.5%. Along the length of more than 110km, there are more than 2,450 engineers and workers, divided into 139 construction teams racing against the schedule, from 6:30 am to 1:00 am taking turns staying at the construction site. Although the pressure on progress is very high to complete the Can Tho - Hau Giang and Hau Giang - Ca Mau expressways by December, contributing to the goal of having 3,000km of expressway by the end of this year, quality and labor safety must be absolutely ensured.

According to Colonel Tran Hai Bac, Executive Director of Truong Son Nam Board, Truong Son Construction Corporation, the output of Truong Son contractor to date has reached about 80% of the contract value. In addition, on the route, Truong Son Construction Corporation has constructed 20 bridges of 2 North-South expressway component projects, including the Can Tho - Hau Giang section and Construction Package No. 1, Hau Giang - Ca Mau section. In recent times, the project has received great attention from the Government, the Ministry of Construction and localities. During the project implementation process from the beginning to now, the contractor has always been facilitated and assisted by the investor, the Project Management Board, and the supervision consultant, and has received regular attention and direction from the Head of the 12th Corps Command. Through the construction period at the site up to now, the management boards and construction units have gained a lot of experience in implementing construction simultaneously in many directions and many directions, taking advantage of favorable weather conditions to speed up the construction progress.

According to Colonel Tran Hai Bac, in general, projects located in the area of ​​weak soil treatment require a long time to process, which affects the construction plan. Some work items require design adjustments, which affects the construction organization, and the source of sand for roadbed filling is scarce... However, with the spirit of "eating quickly, sleeping quickly", "working quickly", "overcoming the sun and overcoming the rain", the unit has arranged "3 shifts, 4 teams" to work throughout the holidays to ensure completion on December 19, 2025.

To speed up the construction progress of expressway projects through Can Tho City, Mr. Nguyen Van Hoa, Vice Chairman of Can Tho City People's Committee, requested the investor and the project construction unit to develop a detailed plan for inspection and supervision. Contractors mobilized maximum machinery, equipment and human resources, applied new science and technology, took advantage of clearing the source of filling materials and favorable weather conditions, focused on construction, determined to complete each job, to make up for the slow volume, ensure the completion of output according to plan and disbursement of allocated capital. Focus on implementing bridge projects; proactively coordinate with relevant units to grasp the situation of sand material sources. Along with that, investors regularly inspect and supervise, coordinate to remove difficulties, promptly rectify, ensure progress according to plan. Ensure technical requirements, improve construction quality, maintain environmental sanitation; Mobilize additional contractors with sufficient capacity and construction conditions according to regulations to support construction on schedule and with quality.
