Land price "bottleneck" causes Bao Loc - Lien Khuong expressway project to be delayed

Because localities have not yet determined specific land prices, the next steps such as compensation, support, resettlement, land acquisition mapping, etc. have not been completed, making the Bao Loc - Lien Khuong expressway project unable to be constructed.

On the afternoon of September 8, at a working session on the progress of the Bao Loc - Lien Khuong expressway project, Mr. Nguyen Hong Hai, Vice Chairman of Lam Dong Provincial People's Committee, requested communes to speed up the work of determining specific land prices, coordinate in organizing measurements and counting to develop compensation and site clearance plans.

One reason why localities have not been able to complete land price determination is because after the merger, there is no longer a district-level government, and the communes are merged, so the prices are not uniform.

According to the Management Board of Construction Investment Project No. 1 (Lam Dong province), currently the communes of Bao Lam 2, Hoa Ninh, Di Linh, Bao Thuan, Gia Hiep, Ninh Gia, Duc Trong, Tan Hoi and Hiep Thanh have not completed the construction of land price lists. In addition, localities with expressways passing through have not yet completed the establishment of cadastral maps to serve land clearance.

The Bao Loc - Lien Khuong Expressway project, with a length of 73.6km and a capital of more than 17,700 billion VND, was started by the People's Committee of Lam Dong province on June 29, 2025. However, because localities have not yet determined specific land prices, the next steps such as compensation, support, resettlement, land acquisition mapping, etc. have not been completed, causing the project to be behind schedule and unable to be built.

In addition, related to this project, there are still some problems such as localities have not completed land measurement and counting along the route.

At the meeting, the representative of the investor consortium (T&T Transport Infrastructure Development Investment Company Limited; Phuong Trang Group Investment Joint Stock Company - Futa Group; Phuong Thanh Investment and Construction Joint Stock Company) said that the installation of boundary markers along the entire route has been completed and handed over to the locality. The consortium is waiting for the site to be cleared for construction.

According to the design, phase 1 of Bao Loc - Lien Khuong expressway has a 17m wide roadbed, 4 lanes, about 4-5km will have an emergency stop position, an emergency lane, maximum speed allowed is 80km/h. When completed, the expressway will have a 24.7m wide roadbed, 4 lanes, 2 emergency lanes, maximum speed 100km/h. This expressway will be a strong lever, creating new momentum for key economic sectors of Lam Dong and neighboring provinces.

Currently, National Highway 20 is overloaded as the number of vehicles from southern provinces and cities to Lam Dong and vice versa increases sharply.
