Care and concern for the lives of ethnic minorities

On September 10, the working delegation led by comrade Ho Van Nien - Member of the Party Central Committee, Permanent Deputy Minister of the Ministry of Ethnic Minorities and Religions worked with the Provincial People's Committee on ethnic and religious affairs in the locality. Attending the meeting were comrades: Nguyen Long Bien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Chamaléa Thi Thuy - Member of the Provincial Party Standing Committee, Director of the Department of Ethnic Minorities and Religions; leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Vietnam Fatherland Front Committee, departments, branches and sectors.

Positive results

According to the report of the Provincial People's Committee, in the period of 2021 - 2025, with the attention and support of the Government, the Ministry of Ethnic Minorities and Religions, along with the central budget, the province has prioritized investment in many essential infrastructure works to serve the people's lives and develop production for ethnic minority and mountainous areas. Accordingly, the socio -economic situation of ethnic minority areas has achieved many important results; the poverty rate among ethnic minorities has decreased by an average of over 5%/year; the material and spiritual life of the people has been improved. The province has also completed 100% of the program to eliminate temporary and dilapidated houses, with 3,509 newly built and repaired houses.

The province also effectively implements ethnic programs and policies;   Project "Promoting the dissemination and education of law and propaganda and mobilization of ethnic minority and mountainous areas". Local Party committees and authorities at all levels always pay attention to leading, directing, thoroughly grasping and disseminating the Party's guidelines and resolutions and the State's policies and laws on religious and belief work; grasping the situation of religious organizations at the grassroots level and the thoughts and aspirations of religious dignitaries and religious people, thereby promptly and satisfactorily resolving the needs of religious and belief activities, properly handling arising issues right at the grassroots level, not allowing hot spots related to religion and belief to occur. Policies for prestigious people are fully and promptly implemented, creating conditions for prestigious people to promote their positions and roles in propaganda and mobilization of ethnic minorities to comply with the Party's guidelines and policies, the State's policies and laws...

According to comrade Chamaléa Thi Thuy, in addition to the achieved results, the province's ethnic and religious work also faces difficulties. In most communes and wards, a specialist is assigned to be in charge of monitoring and advising on ethnic and religious work and implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas. State management of ethnic, belief and religion is a very sensitive and complicated field, the direct management area is large, concentrated in mountainous and highland areas and has increased significantly (65 commune-level focal points), so grasping the situation and implementing tasks face certain difficulties. Meanwhile, the team of commune-level cadres, civil servants and public employees directing and advising on ethnic and religious work are mostly new, lacking in specialized knowledge, professional skills and experience in ethnic and religious work. Therefore, the work of leadership, direction and advice on implementing ethnic and religious tasks is facing difficulties.

Khanh Hoa province has 36 ethnic minorities living there, with more than 293,000 people (accounting for 13.15% of the province's population). The province has 12 active religions with 886 religious establishments, 155 concentrated religious activity points, 8,790 dignitaries, officials, monks and 651,253 followers (accounting for about 32.6% of the province's population); 762 religious establishments .

Continue to implement multiple solutions synchronously

Speaking at the meeting, comrade Nguyen Long Bien said that in order to effectively carry out ethnic and religious work, in the coming time, the province will continue to organize meetings with communes, wards, and special zones on the situation and results of implementing ethnic, belief, and religious work. Thereby, grasping and promptly removing difficulties and obstacles of localities in implementing ethnic programs and policies, belief, and religious work; urging to accelerate the disbursement of capital, especially career capital; continuing to guide, coordinate, advise, and resolve arising needs of religions... At the meeting, the leaders of the Provincial People's Committee proposed that the Ministry of Ethnic Minorities and Religions soon advise the Government and the Prime Minister to issue a decree on criteria for delimiting ethnic minority and mountainous areas in the period of 2026 - 2030; The Ministry of Home Affairs should soon issue guidelines and regulations on the arrangement of specialized cadres for ethnic and religious affairs in communes in ethnic minority and mountainous areas; and provide guidance on job positions at the provincial and communal levels.

Concluding the meeting, Comrade Ho Van Nien highly appreciated the efforts of Khanh Hoa province in implementing ethnic and religious work in recent years. In particular, from July 1, 2025 to present, the province has basically operated a stable two-level local government apparatus; the national defense and security situation has been maintained; the trust of ethnic minorities in the Party and the government has been strengthened and consolidated; religious and belief organizations and establishments have operated stably, in compliance with the provisions of law. Comrade Ho Van Nien suggested that in the coming time, Khanh Hoa province continue to pay attention to state management of ethnic and religious work; deploy the Party and State's guidelines, policies, and resources to the people more effectively and practically; pay attention to education and health care, improve people's lives, and sustainably reduce poverty in ethnic minority areas; Socio-economic development must go hand in hand with maintaining security and politics, paying special attention to new religious and belief phenomena. In September, the Ministry of Ethnic Minorities and Religions will deploy professional training courses for cadres and civil servants performing ethnic and religious work from the central to local levels; review the entire cadre and civil servant team to have a suitable training arrangement process. However, each cadre and civil servant, through practice in the locality, must also self-improve and self-study to improve their own qualifications. With the recommendations of the Khanh Hoa Provincial People's Committee, the Ministry of Ethnic Minorities and Religions will receive, record, fully consider, and report to the Government on the contents under its authority for prompt resolution.
