Land acquisition issues, rest stop on Vinh Hao - Phan Thiet expressway "froze"

On September 9, Mr. Pham Quoc Huy, Executive Director of the Vinh Hao - Phan Thiet Expressway Project (Project Management Board 7, Ministry of Construction ), said that due to many problems, the two rest stops on the Vinh Hao - Phan Thiet Expressway have not yet been completed.

The Vinh Hao - Phan Thiet Expressway is 100.8 km long (through Lam Dong province), and was put into use in May 2023. According to the plan, this road will have 2 rest stops, including: Km144 + 560 and Km205 + 092. Currently, both of these rest stops are behind schedule, including one that cannot be constructed due to site clearance.

Specifically, for the rest stop at Km144+560, up to now, Lam Dong province has only handed over an area of 1.67/10.86ha. The area that has not been handed over is 9.19ha, including 14 households and 1 agricultural production project (the ownership is disputed between 2 investors due to transfer).

Rest stop Km205+092 on Vinh Hao - Phan Thiet highway is under construction.

In order to resolve the problems at the Km144+560 rest stop, Project Management Board 7 proposed that the People's Committee of Lam Dong province direct relevant units to study the policy mechanism according to legal regulations to completely resolve the existing problems, especially the long-standing disputes and complaints. At the same time, strengthen the mobilization and persuasion of individuals and organizations whose land is recovered in the area to agree to hand over the site in advance in September 2025 so that investors can start construction soon.

For the rest stop Km205+092 (Ham Thuan Bac commune, Lam Dong province), 100% of the site has been handed over and construction is underway.

Many items at the Km205+092 rest stop are still in disarray.

In early January 2025, in order to meet the resting needs of people traveling on the Vinh Hao - Phan Thiet highway, this rest stop was put into temporary operation with basic items. However, it was recorded that by early September 2025, the construction progress of the station had only reached more than 70%, many items were still in disarray. Currently, the rest stop Km205+092 has not yet completed compensation and site clearance procedures.

Project Management Board 7 has sent a document requesting the Lam Dong Provincial People's Committee to promptly provide guidance and direction to the People's Committees of communes and related units to carry out compensation and site clearance procedures and complete legal procedures according to regulations to issue a decision to allocate land to investors.
