Phu Xuyen supports mobile issuance of "red books", guides on digital conversion of land procedures

Leaders of Phu Xuyen commune inspected the mobile support work for land registration and issuance of first-time land use right certificates in villages in the old Quang Ha commune.

This is the third area in Phu Xuyen commune to receive support, after residential areas in Nam Trieu, Nam Phong and the old town of Phu Xuyen.

With the motto "convenient, scientific , effective", professional staff directly support people from the declaration stage, preparing documents to completing procedures for granting land use right certificates.

Propaganda work was promoted to every village and hamlet, in which the youth union, women's union and community digital transformation team actively participated, helping people - especially policy beneficiaries, poor households and disadvantaged people - to be given priority in guidance and service.

For those who do not meet the requirements, the working group also promptly provides advice and additional guidance, ensuring that people clearly understand the process and have direction to complete the application in accordance with regulations.

Many people in villages of the old Quang Ha commune have been supported and guided by local officials in the procedures for granting land use right certificates for the first time.

Previously, on August 26, the People's Committee of Phu Xuyen commune coordinated with the City Public Administration Service Center to deploy a pilot plan to provide mobile support in land registration.

Immediately after the Conference, the working groups went to the grassroots. On August 27, they directly supported about 250 households in 2 villages: Nam Quat (former Nam Trieu commune) and Phong Trieu (former Nam Phong commune); on August 28, they continued to deploy in 4 sub-areas: Dai Nam, Phu My, Thao Chinh, My Lam (former Phu Xuyen town) for about 90 households; on September 9, they supported more than 100 households in villages of the former Quang Ha commune.

Through three implementations, it was found that most households in the area had difficulty proving the origin of land use due to lack of legal documents, many cases of land use from encroachment, unauthorized allocation... Faced with that reality, the working group persistently guided each household to look up the origin of the land, prepare documents, and at the same time synthesize problems to report to superiors for solutions.

The representative of the City Public Administration Service Center said that the organization of mobile support initially created clear results: Reducing time and travel costs for people; at the same time contributing to changing awareness, raising the responsibility of both the government and the people in land management and use.

Vice Chairman of Phu Xuyen Commune People's Committee Nguyen Thanh Chung said: "Phu Xuyen Commune is the first unit in Hanoi to deploy a form of mobile support, not only concretizing the policy of building a two-level government but also clearly demonstrating the spirit of serving the people.

Reality at support points shows that the demand for first-time issuance of land use right certificates is very high, but most cases have many problems. This requires efforts from grassroots officials and professional support from all levels, resolving each specific case. The commune has established 2 specialized support teams for each type of land, thereby promptly resolving difficulties and speeding up the issuance of certificates in the area."

Phu Xuyen Commune is the first commune in the City to deploy mobile services to guide people in completing declaration forms.

Party Secretary and Chairman of the People's Council of Phu Xuyen Commune, Nguyen Xuan Thanh, emphasized: Deploying a mobile support plan in land registration and granting land use right certificates for the first time, while also linking it with instructions on digital transformation in administrative procedures, is an important step to remove difficulties and long-standing backlogs of people, thereby gradually overcoming long-standing problems in land management at the grassroots level.

The Party Committee, People's Council and People's Committee of the commune continue to lead and direct the mobilization of the entire political system to make the mobile support model increasingly effective, bringing practical benefits to the people.
