Prime Minister Pham Minh Chinh and leaders of ministries, sectors and branches inaugurated the National Database system on cadres, civil servants and public employees on December 29, 2022.
Previously, on July 11, the Ministry of Home Affairs issued Official Dispatch No. 5034/BNV-CCVC requesting ministries, branches, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities to coordinate and deploy a number of contents to synchronize data on the National Database (NDB) on cadres, civil servants and public employees (CBCCVC) to meet the requirements of the new organizational model and 2-level local government and to match data with the National Database on Population; connect and synchronize data with the Database on Party organizations, Party members, cadres and civil servants according to Plan No. 02 KH/BCĐTW.
However, as of September 8, only 16 agencies submitted reports as requested and 9 agencies synchronized data with the National Database on Civil Servants and Public Employees with a very limited number of records.
This reality shows that ministries, branches and localities have not really paid attention to updating and synchronizing data on civil servants and public employees under their management, and have not met the required progress. Meanwhile, the National Database on Civil Servants and Public Employees is an important component to form a modern public personnel management platform, serving administrative reform and national digital transformation.
Data must be "correct - sufficient - clean - alive - unified - shared"
To maintain and effectively exploit the National Database on Civil Servants and Public Employees, the Ministry of Home Affairs emphasizes the requirement that units must match data with the National Database on Population and synchronize with the Database on Party organizations, Party members, cadres and civil servants.
The principles of building and operating the National Database on Civil Servants and Public Employees are "correct - sufficient - clean - alive - unified - shared", ensuring connectivity, accuracy, and regular updates. This is also a requirement from the Central Steering Committee and the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.
In the second urging document, the Ministry of Home Affairs requested ministries, branches and localities to focus on immediately implementing 3 groups of tasks.
Firstly, fully implement the requirements in Official Dispatch No. 5034/BNV-CCVC dated July 11, 2025, send a report to the Ministry of Home Affairs (for agencies that have not reported); at the same time, report and provide information on the construction and implementation of the database and information system on civil servants and public employees to the Ministry of Home Affairs before September 19, 2025.
Based on the information and implementation reports of local ministries and branches, the Ministry of Home Affairs will synthesize and report daily on the implementation status of local ministries and branches to the Central Steering Committee and the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.
Second, urgently upgrade and adjust the software/database to meet the new organizational model and 2-level local government, integrate with the unit organization tree synchronization APIs and profile data APIs of the National Database on Civil Servants and Public Employees as instructed in Document 5034/BNV-CCVC dated July 11, 2025; synchronize data to the National Database on Civil Servants and Public Employees regularly and continuously, requiring digital signatures to approve data for synchronization to the National Database on Civil Servants and Public Employees.
Third, for agencies that have not yet connected and synchronized the National Database on Civil Servants and Public Employees, to ensure technical readiness, it is recommended that local ministries and branches conduct synchronous testing of 1-10 records on the National Database on Civil Servants and Public Employees according to API M51, completing the testing work before September 19, 2025.
According to the Department of Civil Servants and Public Employees (Ministry of Home Affairs), the National Database on Civil Servants and Public Employees was built to centrally and uniformly manage the staff, civil servants and public employees nationwide. This is a tool to help State agencies accurately and promptly grasp the personnel situation; serving the work of planning, recruiting, arranging, training, fostering and evaluating the team.
Completing and synchronizing the National Database on Civil Servants and Public Employees not only contributes to improving the effectiveness and efficiency of state management of civil servants and public employees, but is also an important step in the process of administrative reform, building a digital government and digital administration.
With the current progress, the Ministry of Home Affairs affirms that it will continue to closely monitor and report daily to the Central Steering Committee and the Government Steering Committee. Ministries, branches and localities need to be more urgent and determined to complete the requirements on time, contributing to the construction of a synchronous and modern national data system, serving transparent and effective personnel management.
