Along with preventing and combating corruption and negativity, the work of preventing and combating waste continues to be implemented vigorously and methodically, with many new approaches, bringing about clear results.

What is very meaningful is that the results have contributed to strengthening and consolidating trust, creating consensus and unanimity among cadres, party members and people in the policies and decisions of our Party and State.

1. The work of preventing and combating waste in recent times has been directed by the Party and State to be promoted, closely linked to the release of all resources to serve socio -economic development.

Notably, the work of perfecting institutions and laws has been carried out, in which the Government has issued the National Strategy on Waste Prevention and Control until 2035; provided guidance on some key contents on waste prevention and control and many specific mechanisms to remove difficulties and obstacles in projects and works at risk of causing loss and waste.

On this basis, ministries, branches and localities have focused on reviewing and gradually removing "bottlenecks", handling projects and works that are behind schedule and have been in backlog for a long time. According to the Government's report, to date, more than 2,800 projects and works that are behind schedule, have difficulties and obstacles, with resources that have not been effectively exploited, about 347 thousand hectares of land, with an investment value of more than 5.8 million billion VND. Through the review, initially, difficulties and obstacles have been resolved and removed for 867 projects and works to put them into operation, continue investment, and start investment, with a total estimated value of about 372 thousand billion VND.

Some key, large-scale projects that have been stagnant for many years and through many terms have been and are being revived. Specifically, mechanisms and policies have been issued to remove difficulties and obstacles for renewable energy projects; projects and land in inspection, examination and judgment conclusions in some localities... In particular, the two projects of Bach Mai Hospital, Facility 2 and Viet Duc Friendship Hospital, Facility 2, after many years of stopping construction, have been started and are expected to be put into operation before November 30, 2025... This is really meaningful, because according to the conclusion of the Government Inspectorate , the two unfinished and abandoned projects for a long time have led to waste, showing signs of damage of up to more than 1,200 billion VND of the state budget. Thus, if these two projects are delayed any longer, the damage and waste will certainly continue to increase, while the people's need for health examination and treatment is very urgent.

Along with handling wasteful projects, the work of inspection, auditing, investigation, prosecution and trial in this field has been carried out carefully and strictly. The authorities have proactively identified, correctly and accurately hit many serious and complicated cases and incidents of waste. Those responsible for these violations have also been "named and shamed". Typically, in the case of causing loss and waste at the two projects of Bach Mai Hospital, Branch 2 and Viet Duc Friendship Hospital, Branch 2, the Investigation Police Department of the Ministry of Public Security has prosecuted 5 defendants for the crime of "Violating regulations on management and use of state assets, causing loss and waste". In addition, the prosecution agency has prosecuted the case and prosecuted the defendants in the criminal case of "Violating regulations on management and use of state assets, causing loss and waste", which occurred at the Vietnam Cement Corporation...

It can be seen that major cases of waste that have attracted public attention have been reviewed and strictly handled by competent authorities in accordance with the spirit of "handling one case to warn the whole region and the whole field". This process has identified and clarified acts and manifestations of waste and pointed out the responsible organizations and individuals. This is what the people are looking forward to and believe that this arduous and complicated fight against "internal invaders" will contribute more resources to develop the country in the new era.

2. From the reality of preventing and combating waste, it can be seen that this is a very correct, timely and urgent task, which needs to be prioritized to be done regularly and continuously, in any circumstances. Because the results achieved from this in the past time have created a very high consensus and trust among cadres, party members and people of all walks of life.

It is not difficult for us to see the excitement, support and absolute trust of cadres, party members and people in the work of preventing and combating waste of our Party and State. Because the projects and works that have been "shelved" for many years, causing loss and waste of so many resources of the State and people, are now being revived with the determination to combat waste. Moreover, those who commit violations must be held responsible before the law, the Party, the State and the people.

In the context of the country entering a new era, the work of preventing and combating waste must be strengthened in sync with the process of operating the two-level local government. The important task is to build a truly honest, close-to-the-people, and effective local government apparatus that performs its tasks effectively, efficiently, and effectively. This must be done resolutely, effectively, and substantially from the first days and months of operating the two-level local government. Accordingly, local governments, especially commune, ward, and special economic zone levels, need to build and make the practice of thrift and combating waste voluntary and self-conscious, like "daily food and water". In particular, the team of cadres, civil servants, and public employees need to practice and form a scientific working mindset, manage time effectively, and enhance social ethical responsibility in conjunction with strict implementation of discipline in agencies, units, and localities, resolutely not allowing corruption, waste, and negativity to occur.

Along with continuing to strictly handle cases and incidents of waste that have been pointed out by competent authorities, central ministries, branches as well as local authorities need to continue to strengthen inspection, supervision and supervision of the management and use of working offices and public assets after the reorganization of provincial and communal levels and the implementation of the 2-level local government model. During this time, a very important task is to develop a management and use plan for surplus public offices (preliminary statistics currently show that there are about 4,200 surplus offices), ensuring the right purpose and efficiency, avoiding waste and negativity.

In both the short and long term, the work of preventing and combating waste needs to shift its focus to prevention, proactively identifying, forecasting, and warning of violations early and from afar; resolutely not allowing small violations to accumulate into major violations and recur in the future. In particular, in the work of inspection, examination, investigation, prosecution, trial, and execution of sentences on corruption, waste, and negativity, it is necessary to continue to strictly implement the motto of no forbidden areas, no exceptions, so that no one dares to be corrupt, wasteful, negative, and violate the law.

The work of preventing and combating waste is receiving great attention from cadres, party members and the people. Therefore, the determination of our Party and State to eradicate the “disease” of waste will contribute to strengthening people’s trust and creating more resources for national development in the new period.
