The conference took place over two days (June 14-15) in a live format from the Ho Chi Minh National Academy of Politics combined with online access to 11,000 locations nationwide.

At the Conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong introduced the topic: Some new contents in the Central's regulations and instructions on implementing the Party Charter; functions, tasks, organizational structure, and model working regulations of Party Committees of communes, wards, and special zones.

Important documents

According to Mr. Nguyen Quang Duong, in order for local agencies, organizations and the two-level political system to operate smoothly, without power gaps, and to promote effectiveness and efficiency, on May 26, 2025, General Secretary To Lam signed and issued Regulation No. 294-QD/TW of the Central Executive Committee on the implementation of the Party Charter (referred to as Regulation No. 294); on June 9, 2025, Standing member of the Secretariat Tran Cam Tu signed and issued Instruction No. 06 HD/TW on a number of specific issues in implementing the Party Charter (referred to as Instruction No. 06).

At the same time, Standing Secretary of the Secretariat Tran Cam Tu signed and issued 5 regulations and decisions including:

Regulation No. 298-QD/TW, dated June 9, 2025 of the Secretariat on functions, tasks, and organizational structure of the direct superior party committee of grassroots party organizations in communes, wards, and special zones (referred to as Regulation No. 298);

Regulation No. 299-QD/TW, dated June 9, 2025 of the Secretariat on functions, tasks, and organization of specialized agencies advising and assisting Party Committees of communes, wards, and special zones (referred to as Regulation No. 299);

Decision No. 302-QD/TW, dated June 9, 2025 of the Secretariat promulgating the model working regulations of the direct superior party committee of the grassroots party organization in communes, wards, and special zones (referred to as Decision No. 302);

Regulation No. 300-QD/TW, dated June 9, 2025 of the Secretariat on functions and tasks of grassroots party committees of special economic zones (referred to as Regulation No. 300);

Decision No. 303-QD/TW dated June 9, 2025 of the Secretariat promulgating the model working regulations of the special zone's grassroots party committee (referred to as Decision No. 303).

The above regulations and guidelines clearly define the positions, functions, tasks, and organizational structure of Party committees at commune, ward, and special economic zone levels, serving as a basis for new commune-level Party committees to fully perform their functions, tasks, powers, and activities immediately after their establishment; ensuring the Party's direct and comprehensive leadership and direction over the commune-level political system, without power gaps, without work interruptions, timely service to the people, and without affecting normal social activities.

New points added to align, consolidate, and streamline

Regarding some new and important amendments and supplements in Regulation No. 294 and Instruction No. 06 on the implementation of the Party Charter, Mr. Nguyen Quang Duong said that the very important new point of the Regulation and Instruction is to supplement, amend and define the Party's organizational system organized according to administrative units at the commune, provincial and central levels. Commune level includes: communes, wards, special zones; provincial level includes provinces and centrally-run cities. The regulation on district-level Party organizations (including: districts, wards, towns, cities under provinces and cities) is removed.

Add the content "Piloting the organization of party committees of communes and wards directly under the provincial and municipal party committees as the direct superior party committees of the grassroots party organizations. The provincial and municipal party committees decide to organize party organizations in special zones as the direct superiors of the grassroots party organizations or as grassroots party organizations after receiving written consensus from the Central Organizing Committee".

This supplement and amendment is the basis to ensure the principles and political and legal basis for the consolidation, merger and establishment of 34 provincial and municipal party committees (new); the establishment and piloting of commune, ward and special zone party committees (new) as the direct superior party committees of grassroots party organizations; at the same time, ending the activities of district and commune-level party committees (old).

Regulations and instructions fully supplement and unify the names of party committees and party organizations from the grassroots level to the party cell, corresponding to the following regulations and instructions: the direct superior party committee of the grassroots party organization, the party committee assigned authority at the grassroots level, the party committee assigned authority at the grassroots level on a pilot basis, the grassroots party committee, the grassroots party cell, the party cell (not the grassroots party cell). At the same time, regulations stipulate that in villages and residential groups, only party cells (not the grassroots party cells) can be established, and grassroots party cells directly under the party committees of communes, wards, and special zones cannot be established.

This supplement and amendment is to clearly define the authority and responsibility of Party committees and organizations at all levels and to be consistent with reality.

Regarding the establishment of specialized agencies to advise, assist, and public service units of the Party Committee: The provincial level is allowed to establish 5 agencies and 2 public service units. The commune and ward levels are allowed to establish 3 agencies and 1 public service unit (if any); the special zone is allowed to establish a maximum of 4 agencies and 1 public service unit.

These are new additions, consistent with the arrangement, consolidation, and streamlining of the Party's advisory and support agencies and consistent with the practice of Party committees of communes, wards, and special zones.

About Party Congress, Party Cell

Supplement and amend the regulation that "for newly established, merged, or consolidated party committees according to the Central Committee's policy, delegates are appointed to attend the party committee congress according to the Politburo 's regulations". Provincial and communal party committees that are merged or consolidated will have a congress with two contents, not electing a new Party Committee and a delegation to attend the congress at a higher level; the Standing Committee of the higher Party Committee directly appoints the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee of the Party Committee for the new term and allocates the number and appoints delegates to attend the congress of the higher Party Committee.

Supplementing the method of calculating the order number and term of the Party Congress and Party cell. Supplementing the pilot implementation of the term of the Party cell other than the grassroots Party cell to be 5 years.

Regarding the working regulations of Party committees: Supplementing regulations for provincial Party committees, city Party committees, and Party committees directly under the Central Committee to promulgate model working regulations for grassroots Party committees and Party cells (excluding the Central Military Commission and the Central Public Security Party Committee).

Thus, according to regulations, the Politburo issued model working regulations for the four Party Committees directly under the Central Committee, and the Secretariat issued model working regulations for provincial Party Committees and Party Committees directly above the grassroots Party organizations.

Supplementing the regulation "The Central Executive Committee assigns the Politburo and the Secretariat to lead and direct Party committees, Party organizations, and specialized agencies to advise and assist Party committees, cadres, and Party members in organizing the implementation of the Regulations on the implementation of the Party Charter in sync with the arrangement of administrative units and the organization of the political system; direct specialized agencies to advise and assist in research to guide the implementation of digital transformation in the activities of Party organizations, Party agencies, and units, issues related to methods, processes, procedures, and operations to specify the provisions of the Party Charter, in accordance with the current situation and practical requirements of Party building work".

Regarding some contents related to party members; adding some regulations: party members are protected by party organizations for their legitimate and legal rights and interests; admitting party members to the party for students who are waiting for graduation recognition decisions; transferring official party activities for party members working at agencies, units, and enterprises if the total continuous labor contract period is 12 months or more.

In addition to the above contents, the Regulations and Guidelines omit some contents to reduce administrative procedures within the Party; at the same time, supplement and amend some contents to suit the practice of arranging and streamlining the organizational apparatus.

The immediate superior Party Committee of the grassroots Party organization in the commune, ward, and special zone

The functions, tasks, and organizational structure of the direct superior party committee of the grassroots party organization in the commune, ward, and special zone are stipulated in Regulation No. 298-QD/TW, dated June 9, 2025 of the Secretariat.

This is a new regulation to serve the organization, operation and smooth running of Party committees and superior Party committees of grassroots Party organizations in communes, wards and special zones, according to new requirements and tasks.

The Party Committee at the commune level is directly under and under the leadership and direction of the Provincial Party Committee, directly and regularly under the Standing Committee of the Provincial Party Committee; and is the direct superior Party Committee of the grassroots Party organization.

Regarding the functions, tasks, and organizational structure of the Party Committee at the direct superior level of the grassroots Party organization in the commune, ward, and special zone, Regulation No. 298 stipulates that the Party Committee has 15 tasks. In particular, it clearly defines a number of new and important contents such as:

Carry out the duties and powers of the immediate superior Party Committee of the grassroots Party organization according to the provisions of the Party Charter and the regulations and instructions of the Central Committee. Decide on the working program, inspection and supervision program for the entire term and each year of the Party Committee; the working regulations of the Party Committee and the Party Committee Inspection Committee.

Lead and direct the political system to properly implement the Party's guidelines, policies, regulations, the State's laws and the political tasks of the Party Committee. Lead and orient important issues before the People's Council and People's Committee decide. Determine key tasks, breakthroughs, programs, projects, key targets, targets, directions, tasks, and main solutions for medium-term, long-term, and annual socio-economic development, national defense and security work, etc. and a number of other important tasks. Based on the content and nature of each field, the Party Committee issues documents to lead and direct the implementation of the Party Committee's political tasks.

Lead, direct, organize the implementation and review and summarize the resolutions and directives of the Central Committee, the Politburo, the Secretariat, the provincial Party Committees and resolutions of the commune-level Party Committees. Organize the pilot implementation of new policies and models according to the direction of superiors.

Leading the work of Party building in politics, ideology and ethics.

Lead and direct the building of clean and strong affiliated party organizations; work on protecting internal politics, improving the leadership capacity and fighting strength of grassroots party organizations and the quality of cadres and party members; work on developing party members; lead the work of organization and cadres, and implement cadre policies in the party.

Leading the innovation and improvement of the political system's organizational structure.

Lead, direct, and organize the implementation of inspection, supervision, and work to prevent and combat corruption, waste, and negativity; prevent and repel ideological, moral, and lifestyle degradation; and manifestations of "self-evolution" and "self-transformation" within the organization.

The Party Committee Standing Committee has 14 tasks. These clearly define specific tasks and powers regarding leadership in implementing political tasks, socio-economic development, ensuring national defense and security; political, ideological and ethical work; organizational work, cadres, party members, internal political protection; inspection, supervision, prevention and combat of corruption, waste and negativity; propaganda and mass mobilization work...

Organization, staffing and conditions to ensure operations, term 2025-2030, according to Directive 45-CT/TW: Executive Committee: from 27 - 33; Standing Committee: from 9 - 11; Deputy Secretaries: 2 (1 permanent deputy secretary and 1 deputy secretary, chairman of the People's Committee).

The grassroots Party Committees at commune and ward levels are allowed to establish 33 specialized advisory and support agencies. The Party Committees at communes and wards where the district-level political center is currently located are allowed to establish one additional Party Committee public service unit; in special zones, up to four specialized advisory and support agencies are allowed to be established.

The staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level shall comply with the regulations and instructions of the Central Committee, and shall be considered and decided by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Committee within the total staffing assigned by the competent authority.

According to the conclusion of the Politburo and the Secretariat in Conclusion No. 137-KL/TW dated March 28, 2025: Transferring the existing district-level payroll to arrange commune-level payroll, it is possible to increase provincial-level cadres, civil servants and public employees to the commune level.

In the immediate future, maintain the current number of staff, civil servants and public employees at the district level and the existing staff and public employees at the commune level before arranging and implementing the review and streamlining of staff in conjunction with restructuring and improving the quality of the staff and public employees at the grassroots level to meet the requirements of the tasks, ensuring that within 5 years, the implementation is basically in accordance with the regulations of the competent authority...

Special Zone Party Committee

The functions and tasks of the special zone's grassroots party committee are stipulated in Regulation No. 300-QD/TW, dated June 9, 2025 of the Secretariat.

Accordingly, the special zone's grassroots Party Committee is a Party Committee directly under the Party Committee of a province or centrally-run city (referred to as the provincial Party Committee) and is the political core at the grassroots level; has the function of comprehensive leadership in the special zone; leads and directs agencies and organizations of the political system in the special zone, and subordinate Party cells according to the provisions of the Party Charter, regulations and instructions of the Central Government and of the provincial Party Committee.

The special zone's grassroots Party Committee leads socio-economic development, ensures national defense and security; leads political and ideological work; leads organizational and personnel work; leads the building of the Party organization; leads the inspection, supervision and discipline work of the Party; leads the building of the grassroots political system.

Regulation No. 300 also provides details of the special zone's grassroots party committees with: Provincial Party Committees; specialized agencies advising and assisting the Party Committees, and Party Committees and units directly under the Provincial Party Committees and other agencies and organizations at the provincial level; People's Councils, People's Committees, Vietnam Fatherland Front and socio-political organizations at the commune level; Party Committees and affiliated Party cells.

The main content of the Model Working Regulations of the Party Committees at the grassroots level of special zones (Decision No. 303-QD/TW, dated June 9, 2025 of the Secretariat) is basically the same as the Model Working Regulations of the Party Committees at the direct superior level of the grassroots Party organizations in communes, wards, and special zones.

“When developing and promulgating working regulations, the requirement is that the special zone's grassroots Party Committee must base itself on its functions, tasks and characteristics of geographical location, population, economic, cultural and social development conditions, issues related to borders, islands, national defense, security, ethnicity, religion, the importance of issues, projects, etc. to determine which specific tasks the Party Committee, Standing Committee, and Standing Committee need to lead, direct and orient to clearly decentralize tasks, authority and responsibilities.”

According to Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, the special point is that the above documents will all take effect from July 1, 2025, in accordance with the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the effective period of the amended and supplemented Constitution to implement and operate agencies and organizations according to the new model.

At the conference, Mr. Nguyen Quang Duong proposed to thoroughly grasp the direction of General Secretary To Lam: "Streamlining the organization and saving money is only a part.
