(Baothanhhoa.vn) - In order to monitor, evaluate the actual, objective and fair results of the annual administrative reform (PAR) implementation, the Provincial People's Committee has issued a set of criteria and methods for determining the PAR Index (PAR) of provincial departments, branches, sectors, People's Committees of districts, towns, cities and People's Committees of communes, wards and towns in the province. Through the announcement of the results of determining the PAR Index annually, the strengths and weaknesses in implementation have been clearly pointed out, forcing departments, branches and localities to change their thinking and actions to improve their ranking positions.

The 2024 Public Administration Reform Index of provincial departments and agencies is assessed based on 8 contents, 43 criteria and 73 component criteria. The 8 contents include: Direction and management; administrative procedure reform; administrative apparatus reform; institutional reform; public finance reform; civil service reform; building and developing e-government and digital government; assessing the satisfaction level of people and organizations.

In 2024, there are 20 departments, agencies and branches subject to assessment and determination of the PAR Index. Of which, the assessment scale of 6 units, namely the Provincial People's Committee Office, the Department of Home Affairs, the Department of Finance, the Department of Foreign Affairs, the Ethnic Minorities Committee and the Provincial Inspectorate is 84 points (minus 16 points from sociological surveys). These units do not assess the satisfaction level of people and organizations through sociological surveys due to insufficient sample size or no records of administrative procedure settlement for people and businesses during the year. The remaining units are assessed on a 100-point scale.

According to the announced results, the average PAR Index of departments, agencies and branches in 2024 reached 85.41%, down 4.08% compared to 2023. 9/20 units achieved an average value of over 90%. Topping the rankings is the Department of Finance with 90.05%, and at the bottom of the rankings is the Departmentof Education and Training with 76.53%.

Of the 8 assessment contents, the content on "institutional reform" achieved the highest average value with a result of 98.28%. The content on "direction and administration" achieved the lowest average value with only 74.45%, down 3.83% compared to 2023. It is worth mentioning that "direction and administration" and "assessment of people's and organizations' satisfaction" are the 2 contents with a low average value of less than 80%. The decrease in scores for these 2 contents is due to the fact that some units have not paid attention to closely directing the implementation of administrative reform contents such as slow implementation of periodic reporting regime; slow to overcome existing problems and limitations after administrative reform inspection; no initiatives in administrative reform; not diversified forms of administrative reform propaganda...

For the district level, in 2024, the set of criteria for assessing and determining the PAR Index will retain 8 contents similar to the provincial-level departments, agencies and branches and 48 criteria and 88 component criteria. According to the assessment and scoring results, the average value of the PAR Index of district-level units achieved is 84.73%, down 4.57% compared to 2023. There are 2 units, Dong Son district (old) and Hoang Hoa, which have maintained high positions in the rankings of districts, towns and cities for many consecutive years. Yen Dinh district has made a strong breakthrough when it was at the bottom of the rankings in 2022 and rose to the number 2 position in 2024 with 90.7%. This year's PAR Index assessment and scoring table recorded the progress of Muong Lat district, which had been at the bottom of the rankings for many years, rising to 25th place out of 27 districts, towns and cities. On the contrary, Sam Son city dropped from 19th place in 2023 to 27th place in 2024 with only 74.4%.

Compared to 2023, 7/8 assessment contents have decreased in score. Only 1 content "building and developing e-government, digital government" has increased in score compared to 2023. The average index of "building and developing e-government, digital government" reached 93.39%, 6.59% higher than in 2023. There are 22/27 districts, towns and cities with results above the average value. Of which, Thanh Hoa city is the unit topping the ranking of this content with 97.33%, 28.83% higher than the unit at the bottom of the list, Ngoc Lac district with only 68.5%.

The reason for this situation is that some district-level People's Committees have not yet considered the PAR Index as a tool in management and operation. Therefore, there has not been timely attention and direction to rectify and improve the limitations and weaknesses that have been pointed out every year. The lack of close coordination between departments, offices and units in advising on PAR has affected the work of synthesizing, collecting data and verification documents to self-score criteria and component criteria. Some districts self-assess and score inaccurately, do not provide verification documents or have sketchy verification documents that do not match each assessment criterion, so after review and appraisal, there is a large difference between the self-assessment score and the assessment score of the appraisal team.

The results of the PAR Index 2024 announced objectively reflect the results of the actual implementation of administrative reform tasks of provincial departments, branches and People's Committees at district level, which is an important source of information to help branches and levels recognize the strengths and weaknesses of their units. From there, they can draw experience and propose specific solutions to improve the PAR Index to meet the increasingly high expectations of the business community and people.
