Many online movies contain images of the 'cow tongue line', the Cinema Department speaks out

Director of the Department of Cinema Vi Kien Thanh answered questions about censorship of films on the internet, especially films with images of the "cow tongue line" embedded in them, at the regular press conference of the first quarter of 2024 of the Ministry of Culture, Sports and Tourism.

Under current regulations, only films shown in theaters are subject to pre-audit (general licensing). Films shown online are subject to post-audit, with distributors responsible for classifying films and displaying warnings to viewers.

"The publisher must be responsible for the content and display necessary warnings. With toxic content, viewers on the internet must also have their own resistance," said Mr. Vi Kien Thanh.

To conduct post-inspection, the Cinema Department has a Working Group to manage the dissemination of films on cyberspace. However, the Department faces many difficulties due to limited human resources, with only 10 officers in charge of inspection, divided into two shifts per day, watching about 5 films in one shift, often overloaded.

Regarding the film discovered to have illegally inserted images of the nine-dash line, the leader of the Cinema Department affirmed that the management agency will take immediate measures to prevent it.

The image of the cow tongue line is very subtly inserted in a number of film works.

Mr. Thanh also said that previously, the Department of Cinema had developed regulations, proposed a reward of 200,000 VND and a certificate for audiences who discovered films with violations, especially films with images of the "cow tongue line" and reported them to the Department of Cinema, but it was not approved.

The Director of the Department of Cinema hopes that all audiences will be aware of self-censorship and speak up when they discover violations.
