TPO - On the morning of September 12, Phuc Xa ward (Ba Dinh district, Hanoi) was still one of the most flooded areas in Hanoi. Local people were given food and clean water supplies; medical staff had to take boats to treat sick elderly people and children.

Chairman of Ba Dinh District People's Committee, Mr. Ta Nam Chien, advised people to be ready to evacuate to ensure safety.
