The project of the Electronic Cooperative Federation (Digital Economic Alliance) - Digital transformation solutions for individuals, business households, enterprises and cooperatives to realize Resolution 57-NQ/TW and 68-NQ/TW is an initiative of writer and researcher Nguyen Xuan Tuan and the Scientific Council consisting of many experts, cultural and economic researchers and more than 300 cooperative enterprises.
The organizers said that the program to launch the Electronic Cooperative Federation Project - Digital transformation solutions for individuals, business households, enterprises and cooperatives marks an important first step in connecting digital transformation with cultural and economic development of the community. Through the implementation of electronic cooperative federation models combined with digital libraries, the organizers hope to contribute to promoting comprehensive and sustainable development, spreading knowledge and the spirit of innovation in the community.

According to the project's Council, there are currently about 5.5 million individual business households nationwide, contributing nearly 30% of GDP but only accounting for about 1.6% of state budget revenue. In particular, in addition to the registered force, there are about 20 million informal business individuals - from online sales, technology transportation, agricultural farms, small-scale services - that have not been counted and do not have legal status. Thus, the total scale of the individual and individual business sector in Vietnam is up to 20-25 million units, of which at least 2/3 units are not managed in the official system. This is both a huge resource and a challenge for transparency and economic management.
However, currently, individual business households are facing many major difficulties, especially the lack of legal status, inability to sign large contracts, difficulty accessing bank capital, and ineligibility to participate in bidding and import and export. The project is identified as a “soft transformation solution” for these more than 5 million business households.


Also at the program, Mr. Nguyen Ngoc Kim Anh, General Director of the Vietnam Culture and Reading Floor, provided specific information on the implementation of the plan for cultural - economic - social development, promoting the movement to develop reading culture in the community, towards building a learning society and comprehensive human development. Notably, Mr. Nguyen Ngoc Kim Anh said that the Organizing Committee will build an electronic digital library to support 3,321 communes to spread knowledge to the grassroots level.
