(Baothanhhoa.vn) - According to the general policy of streamlining the apparatus of the Politburo and the Central Government, district-level administrative units will be dissolved, forming large communes expected to come into operation from July 1. Accordingly, the task of building new rural areas at the district level has almost been stopped by localities across the country. However, with great efforts and achievements after many years, the government and people of Ngoc Lac are still determined to become the first mountainous district of Thanh Hoa to meet new rural standards.

Ngoc Lac district's determination is well-founded because the district was previously included in the province's plan to achieve NTM standards in 2024. By the end of 2024, the last 3 communes of the district, Cao Ngoc, Minh Tien and Van Am, had been recognized by the Chairman of the Provincial People's Committee as meeting NTM standards. This is also the first mountainous district in Thanh Hoa province to have 100% of its communes meeting NTM standards up to this point. To achieve the goal of becoming a NTM district, over the past many years, the local government and people have made efforts to both carry out the task of building NTM at the commune and village levels and deploy major criteria at the district level. In the last months of 2024, Ngoc Lac is like a large construction site to complete all basic construction investment projects according to NTM criteria at both the commune and district levels. Since the beginning of 2025, the final indicators have been completed and have been inspected and highly appreciated by the member departments of the Provincial New Rural Area Standards Assessment Council and the Thanh Hoa New Rural Area Development Program Coordination Office. This is a commendable effort, because if there were no policy to dissolve the district level, Ngoc Lac would also be assessed as qualified to reach the New Rural Area district finish line in the next few months.

In the roadmap for new rural development, Ngoc Lac also has many unique and creative ways of doing things, which are highly appreciated by provincial departments. In addition to the mechanisms and policies for new rural development of the Central and the province, to encourage agricultural development and new rural development in the area, the District People's Council has issued dozens of specialized resolutions and projects to support and encourage people and localities to develop rural transport; innovate the structure of varieties, crops, and seasons; Project "Developing fruit trees in Ngoc Lac district, period 2021-2025"; Project "Pilot planting Thai jackfruit and raising Thay chickens under tree canopy implemented in Moi village, My Tan commune, Ngoc Lac district, period 2022-2025"... The district also has its own mechanism to stimulate new rural development such as rewarding each commune that meets new rural standards, advanced new rural commune with 300 million VND and each village that meets new rural standards, model new rural village with 10 million VND; Support for rural road construction with 50 tons of cement/km, construction of drainage ditches in residential areas with covers of 100 million VND/km; support for purchasing fruit tree seedlings in the district; support of 14 million VND/poultry incubator... The District People's Committee has also developed and issued many decisions, projects, plans, and official dispatches to direct the implementation of the program.

Belonging to a mountainous district without as many resources as the plains, Ngoc Lac knows how to make its own mark in implementing a number of criteria and targets such as building hill garden economic models, forming fruit growing areas for export... In particular, the district has become a typical example of Thanh Hoa province in implementing targets on environmental landscape and green living space. Political and social organizations from the district to the commune and village levels have all joined in. Particularly, the Women's Union at all levels in the area has replicated and maintained the model of clean houses, beautiful gardens, and green fences with 21,900 households renovating their family grounds, mobilizing 9,150 households to build bathrooms, auxiliary works, and hygienic water tanks. 5,190 households are women's union members of the district who have completed the renovation of mixed gardens, applying science and technology to production. From the mobilization, union members have donated 44,926m2 of land to expand rural roads.

In the period of 2021-2024 alone, the district's women's union organized the "Clean house, beautiful garden, green fence" contest, with members in 213/213 villages and neighborhoods in the district participating. In particular, women in the district have planted and maintained nearly 700km of green fences and more than 300km of flower roads. Coming to Ngoc Lac in recent years, many people are impressed by the rows of tea and hibiscus that are trimmed evenly along large and small roads. Here, instead of dry brick or concrete fences like many districts, the "soft" green walls are contributing to beautifying the poetic landscape of increasingly innovative villages.

With the efforts of the entire Party, government and people, up to now, Ngoc Lac has a fairly synchronous infrastructure system, which has been assessed to ensure the criteria of the National Target Program on New Rural Development. The economy has gradually developed with diversified industries, the average income per capita of the district has reached more than 56 million VND/year.

With great determination, Ngoc Lac district proposed the Provincial New Rural Development Program Coordination Office to ask the Provincial People's Committee for the opinion to propose the Central New Rural Development Coordination Office and related ministries and branches to still assess the achievement of new rural standards for Ngoc Lac district. On May 27, in Hanoi, the Central Assessment Council held a conference to assess the achievement of new rural standards for Ngoc Lac district - one of the last localities in the country to be assessed to achieve new rural standards at the district level at this time. At the conference, the council members agreed to submit a dossier to request the Prime Minister to issue a decision to recognize Ngoc Lac as meeting new rural standards. If nothing changes, this will be the first and last mountainous district in Thanh Hoa province to meet new rural standards before the district-level administrative unit is dissolved.
