Ngoc Lac meets new rural standards: Foundation for new communes to continue improving their appearance

(Baothanhhoa.vn) - On the morning of June 27, the People's Committee of Thanh Hoa province held a ceremony to announce Ngoc Lac district meeting new rural standards (NTM) in 2024.

Attending the ceremony were comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; Vice Chairman of the Provincial People's Committee; representative of the Central Office for New Rural Development (NTM); leaders of provincial departments, branches, districts, towns and cities in the province and a large number of cadres and people of all ethnic groups in Ngoc Lac district.

With a low starting point, when starting to implement the new rural construction program, Ngoc Lac district only achieved an average of 2.35 criteria/commune, some communes only achieved 1 criterion; average income reached 12 million VND/person/year, poor households accounted for 50.15%.

But with will, determination and consensus, the district has issued many appropriate mechanisms and policies, arousing internal strength and sustainable socio -economic development.

Total mobilized resources for new rural construction in Ngoc Lac district in the period of 2011-2024 is 4,987.2 billion VND. Of which:

Central and provincial budget support accounts for 23.03%.

District and commune budgets account for 5.23%.

Mobilization from the people accounts for 63.85%.

Other sources of capital account for 7.9%.

From the mobilized capital, the district has upgraded and expanded more than 755km of roads with a total cost of over 1 trillion VND. Along with that, the district has promoted economic development in a multi-sector direction, increasing income for the people.

In 2024, the district's production value growth rate will reach 6.55%, ranking first in the mountainous region; per capita income will be over 55 million VND; the poverty rate will decrease to 3.05%.

Notably, Ngoc Lac district has actively implemented the movement of “Greening the roads”, creating a distinct highlight in the construction of the new rural area. According to the evaluation results, 99% of people are satisfied with the results of the construction of the new rural area.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem delivered a congratulatory speech to Ngoc Lac district.

Speaking at the ceremony, on behalf of the provincial leaders, Vice Chairman of the Provincial People's Committee Mai Xuan Liem acknowledged, commended and congratulated the achievements that Ngoc Lac district has achieved in socio-economic development and new rural construction.

He emphasized: The fact that the district was honored by the Prime Minister to be recognized as meeting the new rural standards and being the first mountainous district in the province to achieve this achievement is a clear demonstration of the persistent efforts and determination to overcome difficulties of the entire political system and the people of all ethnic groups in Ngoc Lac district.

Entering the 2026-2030 period, in the context of implementing the Central Resolution on administrative unit arrangement and deploying the 2-level local government model, Ngoc Lac district will be reorganized into 6 new communes. These administrative units will officially come into operation from July 1, 2025.

According to Vice Chairman of the Provincial People's Committee Mai Xuan Liem, this important change poses many new requirements in leadership, management and comprehensive development, especially the task of maintaining and improving the quality of NTM criteria.

With the motto "Building new rural areas is a regular, continuous process, constantly improving quality", the Vice Chairman of the Provincial People's Committee suggested that new communes need to clearly define development orientations suitable to practical conditions, promote potentials, overcome limitations, to continue to improve the level of building new rural areas.

In particular, urgently establish and approve construction plans for new communes after the merger, ensuring that they are suitable for practical conditions and long-term development orientation.

At the same time, perfect the grassroots political system, establish the Steering Committee for National Target Programs, ensuring unified, smooth and effective direction.

On that basis, continue to invest synchronously in modern rural infrastructure systems, strengthen regional connectivity; promote the development of ecological agriculture, high-tech agriculture, linked with the processing industry; promote the OCOP program, form concentrated raw material areas and sustainable production chains; pay attention to improving people's income and quality of life through sustainable poverty reduction, increasing labor productivity; select, form and replicate good and effective models in building advanced new-style rural communes, modern new-style rural communes, towards comprehensive development, integration, access to technology and flexible adaptation to new development trends.
