Resolution No. 68-NQ/TW of the Politburo on the development of the private economy is an important milestone, inheriting the great ideas of the Party over the past years, and at the same time demonstrating a shift in thinking, with many breakthrough contents. The Resolution identifies that, in the socialist-oriented market economy, the private economy is one of the most important driving forces of the national economy, a pioneering force promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization and restructuring the economy towards green, circular and sustainable direction. The Resolution emphasizes the synchronous coordination between economic sectors, in which the private economy, together with the state economy and the collective economy, is the pillar to build an independent, autonomous, self-reliant and self-reliant economy.

The resolution sets a specific target that by 2030, the country will have about 2 million private enterprises, this sector will contribute about 55-58% of GDP, about 35-40% of total state budget revenue; by 2045, there will be at least 3 million enterprises, contributing more than 60% of GDP. These figures are not only growth expectations but also show the Party's determination to put private enterprises at the center of all development policies.

The resolution proposes many institutional solutions such as perfecting laws and breakthrough policies on ownership, investment and business; ensuring equal rights in accessing development resources such as capital, land, technology and data; promoting the application of science and technology, digital transformation; encouraging legal and legitimate enrichment. In particular, the business environment must meet regional and international standards, be open, transparent, low-cost, safe and easy to implement.

Another breakthrough of Resolution 68 is the clear affirmation of the need to eliminate prejudices, create an open and favorable investment and business environment; and promote and protect property rights, freedom of business, and the right to fair competition for the private sector.

With the spirit of innovation, eliminating prejudices, and creating breakthrough conditions, Resolution 68 is expected to remove bottlenecks and open up new development space for the private economy. Ms. Le Thi Nga, General Director of Tam Dao Bee Joint Stock Company, Xuan Lang Commune, shared: Never before has the private economy been highly appreciated, strongly and synchronously cared for as it is today. The Resolution completely eliminates prejudices about the private economy; correctly assesses the important role of the private economy in national development.

At the same time, fully ensure property ownership rights, freedom of business, equal competition rights, and freedom to do business in industries not prohibited by law. Hopefully, Resolution 68 will soon be institutionalized into specific policies, put into practice, creating an open, transparent, and stable business environment... helping businesses feel secure in investing and expanding their production and business.

Sharing the same view, Mr. Phung Duc Cuong, Deputy Director of Phung Gia Mushroom Company Limited, Binh Nguyen Commune, said: The Resolution not only creates a favorable legal corridor but also establishes a spirit of companionship, substantial support, and encourages innovation and startups. This is very necessary in the period when private enterprises are facing both challenges and opportunities from digital transformation, green transformation and deep global integration.

It can be affirmed that Resolution No. 68 has laid the foundation for a comprehensive transformation in the development policy of the private economic sector. Expanding access to land, credit, market, and technology for the private economic sector; removing institutional and policy bottlenecks, promoting innovation, strongly developing the creative startup ecosystem; supporting private enterprises to invest in research and development, deeply participating in the innovation network and global value chain, contributing to building a team of modern entrepreneurs who are not only good at business but also have political mettle, intelligence, professional ethics, national spirit and aspiration to contribute to the country and reach the world. This is both an opportunity and a policy mechanism, helping the province's private enterprises access strong support resources from the government.

In order for Resolution 68 to come into effect and create a launching pad for the development of the private economy, the province has developed an action plan to implement the resolution, defining a vision to 2045, goals to 2030 and 8 groups of tasks and breakthrough solutions. In particular, 4 "pillars" must be clearly identified for synchronous implementation:

Perfecting institutions and reforming procedures to reduce costs and risks for businesses; developing infrastructure, land funds, credit, and human resources to expand development space for the private sector; encouraging innovation, digitalization, and greening to elevate private enterprises; connecting and protecting businesses to create a transparent and safe business environment. Regularly dialogue and promptly resolve recommendations, obstacles, bottlenecks, and development barriers in the spirit of creating mechanisms, giving confidence, and inspiring the private sector to break through and become a "development pillar" of the economy.
