Nghe An: Announcement of Decision to dissolve the District Military Command

On the morning of June 22, the Nghe An Provincial Military Command held a conference to announce the Ministry of National Defense 's Decision on dissolving the Military Commands of districts, cities, and towns under the Provincial Military Command according to the two-level local government organization model.

Attending the conference were comrades: Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee; Colonel Nguyen Ky Hong - Deputy Chief of Politics of Military Region 4; Colonel Dinh Bat Van - Commander of the Provincial Military Command.

At the conference, representatives of the Nghe An Provincial Military Command announced Decision No. 2786/QD-BQP dated June 14, 2025 of the Ministry of National Defense.

Accordingly, Nghe An will dissolve 20 Military Commands of districts, cities and towns. The dissolution of the Military Command at the district level is part of the roadmap to restructure the local government apparatus, from 3 levels to 2 levels.

This is a consistent step to realize the Central Government's directive on streamlining the organization and improving the effectiveness and efficiency of State management.

Speaking at the conference, Colonel Dinh Bat Van - Member of the Standing Committee of the Military Party Committee, Commander of the Provincial Military Command stated: Reducing the administrative level does not mean reducing the defense level. If there is no preparation of a suitable model and organization, when a national defense - security situation occurs, we will be surprised and passive right at the base.

Therefore, along with the dissolution of 20 district-level Military Commands, Nghe An simultaneously established 5 Defense Zone Commands under the direct leadership of the Provincial Military Command Party Committee. This is not a new administrative level but a specialized force, an "extended arm" of the provincial level, playing the role of commanding the armed forces in areas with large populations and important strategic positions.

In order to promptly put the new military organization model into operation in accordance with regulations and perform well military and defense tasks, Colonel Dinh Bat Van suggested: The agencies of the Provincial Military Command promptly complete the new organization and staffing in accordance with the regulations of the Ministry and the Military Region; guide the grassroots to quickly stabilize the organization and staffing, arrange and consolidate the eating, resting and working places of the Regional Defense Command and the new Military Command of communes and wards; develop a combat plan and strictly implement the stationing and guarding regime; direct the completion of the dissolution and establishment of new Military Commands at the commune level, arrange militia and self-defense forces, strictly manage weapons and technical equipment, etc.

The District Military Command continues to operate the unit and carry out its tasks until June 25, 2025; focusing on preparing to fully hand over human resources, weapons, equipment, barracks, facilities, and defense land to the Regional Defense Command; ensuring absolute safety in all aspects; fully performing local military and defense tasks until the time of handover.

The Regional Defense Commands began operating from 7:00 a.m. on June 26, 2025; received and organized the handover conference closely and seriously; quickly stabilized the organization, consolidated personnel; closely coordinated with local bases to perform well military and defense tasks... During the implementation process, continue to review, adjust, and supplement the conditions to ensure the most suitable work and activities of the troops, associated with the rear work of the families of officers and professional soldiers.

Also at the conference, the Standing Committee of the Provincial Military Party Committee also announced and awarded decisions on personnel work to the leaders of the Regional Defense Command./.
