Faced with unusual weather developments, the Minister of Education and Training has just sent a telegram to the Chairmen of the People's Committees of provinces and centrally-run cities - through the Provincial Steering Committee for the 2025 High School Graduation Exam - requesting immediate implementation of proactive measures to respond to natural disasters, in order to ensure the organization of the exam safely, seriously, and on schedule.
According to the National Center for Hydro-Meteorological Forecasting, during the high school graduation exam this year, the weather in the regions is forecast to still have many unfavorable factors: The Northern region will have intermittent sunshine, scattered showers and thunderstorms in the afternoon and evening; the Central region will have localized heat; the Central Highlands and the Southern region will have sunny days, scattered showers and thunderstorms in the afternoon and evening. These conditions can cause difficulties for the organization of the exam, especially in areas with complex terrain, prone to flash floods, landslides or inundation.
To proactively prevent risks, reduce damage to people and property, and ensure the safe organization of the exam, the Minister ofEducation and Training requested the Provincial Steering Committee for the Exam to direct relevant units to closely monitor weather developments and maintain regular contact; establish direct contact with the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue at all levels to promptly respond to emergencies.
The Provincial Steering Committee for the Examination needs to develop and activate plans according to the "4 on-site" motto including: "On-site command, on-site logistics, on-site means, on-site forces".
Localities should strengthen inspection and reinforcement of examination sites, examination rooms, electricity - water - drainage systems to ensure safety in conditions of heavy rain, gusts of wind, and hot weather; at the same time, prepare scenarios to move documents, machines, exam questions, and exam papers to safe places; build backup examination sites in case the main examination site cannot ensure conditions due to natural disasters.
At the same time, there must be a plan to ensure absolute safety in the transportation and preservation of exam papers and test papers before, during and after the exam, avoiding the effects of flooding, hot and humid weather or fire.
The telegram also requested localities to ensure the safety of exam invigilators and candidates. Accordingly, localities need to have a plan to support the pick-up and drop-off of candidates, especially in remote areas with complex terrain; establish an information channel between schools, parents and candidates to promptly update weather conditions and provide safe travel instructions to exam locations; organize accommodation support near exam locations for officials and candidates living far away or in special circumstances, minimizing possible risks.
Immediately after heavy rain or natural disasters end, examination sites need to quickly clean and disinfect classrooms to ensure safety, cleanliness, disease prevention, and readiness for exam organization.
