Tax sector creates transparent environment for business households

In the context of strong digital transformation, the Tax sector is making a clear shift from “management” to “service”, focusing on business households and private enterprises. Comprehensive digitalization, application of modern technology and policy transparency are being identified as key tasks, aiming to create a fair, efficient and transparent tax ecosystem.

On May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development. The Resolution emphasizes the important role of the private economic sector, including business households, in building an independent, autonomous, self-reliant and deeply integrated economy. This is the basis for the Tax sector to focus on strong reforms, creating favorable conditions for business households and small and medium-sized enterprises to develop.

In the spirit of Resolution 68, the Tax sector has been implementing many specific support policies such as reforming administrative procedures and promoting digital transformation, with the goal of reducing at least 30% of administrative procedure processing time by 2025; reducing at least 30% of legal compliance costs for taxpayers; applying artificial intelligence, big data and automation in processing tax records. Tax incentives for business households, small and medium enterprises; eliminating lump-sum tax for business households by 2026 at the latest, aiming for a transparent and fair tax declaration mechanism; abolishing business license fees, reducing the burden of fixed costs; exempting corporate income tax for the first 3 years for small and medium enterprises; exempting or reducing personal income tax for investors in innovative startups, experts and scientists ; encouraging investment in training, R&D, digital transformation through the mechanism of deducting corporate income tax from investment costs in these areas.

Business Household Support Management Team No. 1, Tax Base 8 guides taxpayers on a number of special mechanisms and policies to develop the private economy .

To realize the policies of Resolution 68, the Phu Tho Provincial Tax Department thoroughly disseminates the contents of the resolution to all cadres, civil servants and employees; the "administrative service" mindset is deeply ingrained, taking enterprises as the objects of service and companionship, not just as the objects of management. Promote the dissemination of tax policies through many forms such as in person, online, social networks; promptly guide and answer questions about tax exemption, reduction and extension policies so that enterprises can fully and properly enjoy them; review and propose to reduce unnecessary tax administrative procedures; develop internal applications, improve digital transformation capacity, shorten file processing time and reduce compliance costs.

At the same time, the Phu Tho Provincial Tax Department has set up a separate section on the Electronic Information Portal and social networks to promptly receive and handle feedback and recommendations from people, businesses, and business households; assign staff to participate in drafting groups and contribute opinions to amend important legal documents such as: Law on Tax Administration, to eliminate the lump-sum tax mechanism; Law on Corporate Income Tax to supplement tax exemption regulations for small and medium-sized enterprises; Law on Personal Income Tax to supplement preferential policies for individuals operating in the field of innovation; Law on Fees and Charges to institutionalize the abolition of business license fees.

In particular, implementing Decree No. 70/2025/ND-CP of the Government (amending and supplementing Decree 123/2020/ND-CP on invoices and documents), from June 1, 2025, all business households and business individuals with revenue of 1 billion VND/year or more, as well as enterprises providing goods and services directly to consumers, must use electronic invoices generated from cash registers. This is an important step in modernizing tax management, helping to increase transparency, limit revenue loss and create equality among economic sectors.

In the coming time, when the Ministry of Finance, the Tax Department and the People's Committees of localities issue further plans, the Tax Department of Phu Tho province will continue to update and specify them with a detailed Action Program, aiming to create a transparent and friendly tax environment; support private enterprises and business households to develop sustainably, contributing to the successful realization of the goals of Resolution 68-NQ/TW.
