Education sector of 34 provinces and cities after merger: Focus on stabilizing staff

The Education sector is urgently arranging and stabilizing the team of managers and teachers to be ready to enter the new school year in a proactive and uninterrupted manner.

After implementing the merger ( Soc Trang province, Hau Giang province and Can Tho city), the number of employees assigned to the education and training sector of Can Tho city is 42,076 people; of which 41,388 are officially employed and 688 are waiting for recruitment.

Mr. Nguyen Phuc Tang - Deputy Director of the Department of Education and Training of Can Tho City, said: After July 1, the organization and apparatus restructuring is being focused on. The Department of Education and Training quickly arranges stable workplaces; proactively arranges personnel, organizes and deploys tasks, especially ensuring smooth, effective and efficient administrative procedures without interruption when arranging administrative units and implementing the 2-level local government model.

At the same time, do a good job of ideological work, direct and thoroughly educate all civil servants to strictly comply with working regulations, promote personal responsibility for assigned tasks, improve effectiveness and efficiency of operations, and put the common interests of the industry first and foremost.

Leaders of the Department of Education and Training of Can Tho City held a meeting, agreed on the assignment of tasks in charge of the field; implemented the process of developing a plan for arranging and assigning civil servants and employees when implementing the organizational structure arrangement. Continued to ensure policies for civil servants and employees when implementing the streamlining of the organizational structure and staff reduction.

Mr. Nguyen Phuc Tang added that in order to support civil servants and public employees of departments and branches to work with peace of mind, the Department of Education and Training has guided and supported the transfer of schools and enrollment of nearly 600 preschool children and students of all levels in a convenient, in accordance with regulations, and suitable for each type of school.

To meet the accommodation needs of civil servants of the department after the merger, the Department of Education and Training coordinated with relevant agencies to plan and conduct a survey of the dormitory area of Tran Dai Nghia High School (32 rooms), carry out procedures to request policies and funding for renovation and repair to temporarily arrange accommodation for civil servants of the department.

Ms. Le Thi Bich Thuan - Director of the Department of Education and Training of Da Nang said that the viewpoint of the department's leaders is to provide maximum support for cadres and civil servants from Quang Nam to quickly integrate into the new environment. Therefore, each individual will be assigned to specific areas of each unit, not assigned to be in charge of the area. Currently, the dormitory of Le Quy Don High School for the Gifted is being renovated, so some cadres of the Department of Education and Training of Da Nang transferred from Quang Nam still go back and forth during the day.

Before July 1, Khanh Hoa province (old) proactively planned to arrange the administrative apparatus at the grassroots level, including 426 schools at all levels and 12,530 people on the education staff in districts, towns and cities.

Accordingly, 4 ethnic minority boarding secondary schools under the People's Committee of Cam Ranh City, Ninh Hoa Town and Khanh Son and Khanh Vinh districts, along with 91 staff members at these schools, will be transferred to the Khanh Hoa Department of Education and Training. The remaining 422 kindergartens, primary schools, and secondary schools, along with 12,440 staff members at the schools, will be assigned to the new communes and wards in the area where the schools are located.

After merging the Departments of Education and Training of Tien Giang and Dong Thap provinces, Dong Thap province has formed a large-scale education system with a total of 1,068 public educational institutions from preschool to continuing education and vocational education.

Mr. Le Quang Tri - Director of the Department of Education and Training of Dong Thap province, said: After the merger, the education sector of Dong Thap province entered a new phase of transformation. The scale of the organization expanded, human resources, facilities and administrative management system had many significant changes.

Faced with new requirements, the entire industry identified the need for a more comprehensive and flexible approach in management and implementation of tasks. Step by step, we will establish appropriate operational directions, stabilize the organizational structure, ensure teaching quality, and at the same time create a foundation for positive and sustainable changes throughout the system.

“In the coming time, the whole sector hopes for the attention of the province and the support of departments, branches, organizations, the consensus and support of the people, especially the solidarity and determination of the entire team of cadres, teachers, employees... so that the whole sector can effectively carry out the tasks of education and training, creating a solid foundation for the stable development and quality of education of the province in the new period", Mr. Le Quang Tri emphasized.

No break, no interruption

Ms. Tran Thi Thanh Van - Head of the Department of Culture and Society of Dien Ban Dong Ward (Da Nang City), said: "After receiving the new assignment, the ward quickly reviewed the management staff, teachers and employees of 17 public schools at 3 levels in the area. In addition, the ward has 16 non-public kindergartens and 26 private independent classes.

The Ward People's Committee has completed relevant decisions on school establishment procedures, seals, appointment of management staff... to facilitate schools in enrollment and preparation activities for the new school year". Synthesizing the staff needs of schools in the area, the People's Committee of Dien Ban Dong Ward agreed in principle to let schools contract 163 teachers according to Decree 111/2022 of the Government to arrange enough teachers to teach while there are no instructions for recruiting new civil servants.

Regarding regular training activities for teachers before the start of the new school year, Ms. Tran Thi Thanh Van said that the Ward People's Committee is waiting for a plan or instructions from the Department of Education and Training.

“For summer political training, it is usually organized by the Department of Education and Training according to the general plan in August. With the 2018 General Education Program, the teaching staff has completed the training modules of the Ministry of Education and Training. Therefore, in addition to the general training topics of the Department of Education and Training, schools will proactively train their staff according to the actual needs of the pedagogical council, meeting the teaching and learning conditions of the school,” Ms. Van analyzed.

Mr. Tong Ngoc Lam - an expert from the Department of Culture and Society of Tan An Ward (Dak Lak), said that the Department of Education and Training should soon organize a thematic conference to unify the coordination method. "Not only the organizational changes, the entire work system is also adjusted to be closer to reality, requiring those assigned tasks to understand the area, grasp the regulations, and handle things flexibly," Mr. Lam analyzed.

Tan An Ward has 21 schools at all levels, of which 3 schools are directly managed by the Department of Education and Training, the remaining 19 schools are under the responsibility of the Ward People's Committee. The number of schools is not large, but the scope of work is wide, requiring close coordination between levels to ensure effective operation.

Sharing the same view, according to Mr. Le Huu Hung - Head of the Department of Culture and Society of Dray Bhang commune, Dak Lak province, in the transition period, the rearrangement of education officers at the commune/ward level needs an adaptive roadmap. Not everyone is immediately familiar with specialized expertise. Therefore, the locality needs to create conditions for new officers to access the area, update regulations, and attend training courses to perform well the assigned tasks.

Mr. Luu Tien Quang - Deputy Director of Dak Lak Department of Education and Training said that the department will soon issue guidelines on coordination of school management between the People's Committees of communes/wards and the department; at the same time, organize training courses to update knowledge for local education officers this July.

Solving the difficulties of the teaching staff

After the merger, the Education and Training Department of Can Tho City encountered some difficulties in personnel work. According to the teacher quota, in the 2024-2025 school year, the number of teachers lacking compared to the quota is 2,519.

Mr. Nguyen Phuc Tang, Deputy Director of the Department of Education and Training of Can Tho City, said: To ensure the teaching staff for the 2025-2026 school year, the Department of Education and Training continues to coordinate with the People's Committees of communes/wards to carry out the process of recruiting civil servants according to authority and instructions.

At the same time, it is necessary to carry out well the work of reviewing and rearranging public service units associated with restructuring the team such as transferring teachers from places with surplus to places with shortage to solve the situation of local surplus and shortage, and receiving civil servants from provinces and cities who wish to work at educational institutions in the city.

In addition, to overcome the shortage of teachers and promptly resolve difficulties of schools, the Department of Education and Training coordinates with the People's Committees of communes/wards to direct and guide units to implement teacher contracts during the recruitment period according to the provisions of Decree No. 111/2022 of the Government.

In the Northwestern highland provinces, economic, social and transportation conditions are still difficult, which is one of the reasons why the locality has not been able to attract teachers from other regions. There is a shortage of local teachers, especially for integrated subjects and specialized subjects to implement the 2018 General Education Program such as: English, Information Technology, Music, Fine Arts, etc.

According to the Department of Education and Training of Dien Bien province, in the 2024-2025 school year, the locality will lack more than 2,000 teachers at all levels. To overcome the shortage of teachers and ensure the conditions of the team, especially teachers of specialized subjects to implement the 2018 General Education Program, the education and training sector has been implementing synchronous solutions. In particular, actively recruiting and selecting ethnic minority students to study pedagogical majors, especially subjects that lack recruitment sources.

During the period from 2021 to 2024, Dien Bien province has recruited 152 students to study pedagogical subjects (English 90; Information Technology 21; Music 24; Fine Arts 12; Primary 5). In 2024 alone, the whole province has 87 students studying under the recruitment system. "The recruitment team after completing their studies will be the source of recruitment to solve the shortage of teachers in the area," said Ms. Hoang Tuyet Ban - Director of the Department of Education and Training of Dien Bien province.

According to Ms. Ban, the high school sector alone is currently short of over 230 teachers. On July 8, the Department of Education and Training of Dien Bien province issued Notice No. 1955 on the recruitment of civil servants for public service units under the department for the 2025-2026 school year. Accordingly, 70 teachers will be recruited.

Nam Hang Secondary School for Ethnic Minorities in Nam Hang Commune (Lai Chau) is still short of 9 teachers. Mr. Nguyen Van Dung - Principal of the school, said: "Up to now, the school has not been assigned teachers for the missing subjects. We hope to be assigned teachers at the beginning of the next school year so that we can start teaching with a proactive spirit, ready to complete the school year's tasks well."

Nam Hang Commune after the merger has 9 schools. According to Mr. Quach Tat Huong - Chairman of Nam Hang Commune People's Committee: "The commune is currently short of 40 teachers at all levels from preschool to secondary school. We will continue to review and request the Department of Education and Training to recruit and allocate to schools before the new school year. If by September there are not enough teachers, the commune will consider the option of teacher contracts to meet teaching needs."

Ms. Hoang Tuyet Ban - Director of the Department of Education and Training of Dien Bien province: "For teachers from kindergarten to secondary school, according to the direction of the Provincial People's Committee, the Department of Education and Training will coordinate with the Department of Home Affairs and related units to conduct screening and recruitment. The recruitment plan will be developed around the end of July and around August or early September, recruitment will be organized to meet the demand for teachers for the new school year".
