Industry and trade sector focuses all resources to respond to storm No. 5

(Chinhphu.vn) - The Minister of Industry and Trade requested units in the industry to regularly update information on the developments of storm No. 5 and its circulation; organize 24/7 on-duty shifts and focus all resources according to the "4 on-site" motto to respond to storm No. 5.

Path of storm No. 5 on August 24

On August 24, the Ministry of Industry and Trade issued urgent dispatch No. 6387/CD-BCT on focusing on emergency response to storm No. 5.

Storm No. 5 (international name Kajiki) is strengthening and moving very quickly (speed of about 25 km/h) towards the sea and mainland of the Central region of our country. This is a very strong storm, with a very wide range of influence, moving very quickly, and is especially dangerous. Domestic and international forecasting agencies have predicted that the storm will make landfall directly on our country's mainland with strong intensity.

Implementing the Prime Minister 's Official Dispatch No. 143/CD-TTg dated August 23, 2025, following the urgent Official Dispatches No. 6349/CD-BCT dated August 22, 2025; No. 6386/CD-BCT dated August 23, 2025, the Minister of Industry and Trade requests that heads of units in the industry and trade sector not be negligent or subjective, focus on leading, directing, and effectively implementing measures to respond to storm No. 5 and the circulation of rain and floods due to the storm's impact with the most urgent and drastic spirit, proactively taking response measures at the highest level to ensure the safety of people's lives and property, limit damage to people's and State's property, especially now that the whole country is focusing on preparing for the 80th anniversary of National Day on September 2.

At the same time, the Minister of Industry and Trade requested the Departments of Industry and Trade of provinces and cities to continue to strictly implement the contents of the Prime Minister's Official Dispatches No. 141/CD-TTg dated August 22, 2025; 143/CD-TTg dated August 23, 2025; Official Dispatches of the Minister of Industry and Trade No. 6349/CD-BCT dated August 22, 2025, 6386/CD-BCT dated August 23, 2025.

Directing hydropower dam owners to strengthen reservoir protection, operate safely, and lower water levels to welcome floods; requiring industrial and commercial establishments to have plans to respond to storm No. 5, stop construction of hydropower and mining projects in dangerous areas, evacuate people and equipment; ensuring the supply of essential goods to people in affected areas; market management forces to control and handle speculation, hoarding, and unreasonable price increases.

Hydropower dam owners must strictly comply with operating procedures, ensure safety of the works, prevent artificial floods, and provide early notification when releasing floodwaters. Strengthen inspection, correct defects, implement dam safety plans, and promptly warn downstream areas. Equip satellite communication equipment and regularly report operating data. Large reservoirs in the Central region such as Trung Son, Hua Na, Ban Ve, Huong Dien, etc. proactively monitor meteorological forecasts, lower water levels to welcome floods, and contribute to reducing downstream flooding when storm No. 5 makes landfall.

Mining units must inspect and review waste dumps, mines, and sludge reservoirs to detect and handle damage, prevent incidents, and ensure the safety of works and residential areas, especially during heavy rains and floods. Clear drainage systems and check slopes around works to prevent the risk of landslides. At the same time, strengthen drainage pumping systems, electricity, and backup generators, and prepare adequate means and materials to respond to all natural disasters, ensuring the safety of production and people.

National Electricity System and Market Operation Company (NSMO) NSMO directs its subordinate units to work 24/7, maintain uninterrupted communication with power generation, transmission, and comply with power system dispatch. Regularly check emergency response systems, SCADA, and self-consumed power sources. Safely and stably mobilize power sources, 500-220-110kV grids, establish backup operation schedules, and avoid spreading incidents. Coordinate with hydropower reservoir management units in storm areas, update hydrology, prioritize power generation, lower reservoir water levels, and regulate inter-reservoirs according to instructions from competent authorities, ensuring safety of works, downstream areas, and the national power system.

Vietnam Electricity Group (EVN) EVN directs power units and hydropower dam owners to prepare human resources, materials and means according to the "4 on-site" principle, inspect power grids and dams to ensure safe power supply and be ready to quickly restore power after an incident. Strengthen inspection and coordinate with the Department of Industry and Trade to direct the safety of dams, especially key projects. Petrovietnam deploys plans to ensure the safety of offshore and onshore oil and gas projects, protect people and property, handle storm incidents, restore production, and evacuate people and ships to safety.

Vietnam National Coal and Mineral Industries Group (TKV) has strengthened inspection work and immediately directed coal and mineral mining facilities under its management, especially units in Quang Ninh province, to proactively inspect safety work, prevent landslides and flooding at mines; strengthen inspection of safety work at waste rock dumps and tailings ponds to promptly handle damage (if any)... Urgently organize inspection and review of storm response preparation work at underground and open-pit mining sites, key waste dumps... proactively handle and have plans to ensure safety of works and neighboring residential areas, especially in the event of heavy rain and floods.

Other corporations and groups in the industry and trade sector must immediately carry out inspections of their units and direct them to self-inspecte the work of ensuring safety and preventing natural disasters for construction works under their management, especially works under construction in areas at risk of flash floods, landslides, and low-lying areas, in order to promptly direct units to overcome limitations and shortcomings to ensure safety for people and works.

The Department of Domestic Market Management and Development directed the Department of Industry and Trade of localities in the affected areas to request businesses supplying goods in the area to deploy plans to reserve essential goods, and prepare specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected and isolated areas.

The Department of Industrial Safety and Environment continues to closely monitor the developments of storm No. 5 and the response to natural disasters of the units. Directs the units to implement measures to respond to natural disasters according to their authority and promptly reports to the leadership of the command and management department on situations beyond their authority.
