Each school has a size of 1,000 students or more, the school campus can include one or more areas ensuring a land area of 5 - 10 hectares.
On the afternoon of August 25, the Ministry of Construction held an online meeting with the Department of Construction and the Department of Education and Training of localities on the design of architectural models for inter-level boarding schools in land border communes.
According to the Ministry of Construction, the country currently has 248 land border communes with about 956 general schools with a scale of 625,255 students. Of these, there are about 110 primary - middle school general schools and four secondary - high school general schools, with no 3-level general schools.
However, there are only about 22 ethnic boarding schools with a scale of 7,644 students. Thus, the number of boarding schools only accounts for 2.3% of the total number of schools in the land border communes and the number of students currently studying at boarding schools only accounts for about 1.2%.
Carry out the tasks according to Official Dispatch No. 6725/VPCP-KGVX dated July 20, 2025 of the Government Office , conveying the Prime Minister's direction on implementing the Politburo's Conclusion in Notice No. 81-TB/TW.
The Ministry of Construction has completed the design of the architectural plan.
The Ministry of Construction is assigned to preside over and coordinate with the Ministry of Education and Training and the Ministry of Ethnic Minorities and Religions to develop a standard design for inter-level boarding schools for border communes, so that localities can refer to and implement it in accordance with actual conditions. To date, the Ministry of Construction has completed the design of the architectural model.
According to the report on the task of designing a sample architectural plan, in the immediate future, the pilot investment will complete the construction or renovation of 100 new schools in 2025. These schools will be models for further large-scale implementation, completing the investment goal of building 248 schools in the next 2-3 years.
Each school has a size of 1,000 students or more, the campus can consist of one or more areas ensuring a land area of 5 - 10 hectares. There are full functional blocks: Study, administration, living, sports and boarding. The design aims for uniformity, modernity, but still flexible to adapt to the terrain and climate of each region.
Prioritize expansion, take advantage of existing schools, and surplus headquarters after merger in the area. Depending on specific conditions, you can choose to build centralized or decentralized schools. The location of the school must be consistent with the local education development plan.
At the meeting, local Construction Departments basically agreed with the design options of the Ministry of Construction and also proposed some contents to complete the design of the inter-level boarding school model in border communes.
Opinions focused on choosing architectural solutions that are suitable for the terrain and regional culture, ensuring feasibility and safety. Some proposals included additional internal traffic solutions, increased common living space, and solutions to limit the impact of monsoon winds in the dormitory area.
Regarding construction materials, it is necessary to clearly distinguish between traditional and sustainable materials. Localities also recommend studying the dispersion plan for small plots of land or complex terrain, ensuring functionality and efficiency of use.
The Ministry of Construction said it will take note of comments and continue to synthesize them to complete architectural plans for inter-level boarding schools in land border communes.
