According to research, the building was built in 2009 and was formerly under the management of the Urban Development Project Management Board of Thua Thien Hue province.
In November 2022, the People's Committee of Thua Thien Hue Province (now the People's Committee of Hue City) issued a decision to transfer this building to the Institute of Construction Planning (under the Department of Construction). The reception of public assets was officially completed on February 14, 2023, with the current state of good use.
30 months after handing over to the Institute of Construction Planning, the building has become degraded and desolate to an unbelievable extent. Many details and items inside the building have been dismantled, smashed, and debris is scattered everywhere.
The entire door was almost gone, even the plaster ceiling system was stripped down.
The underground electrical panel and circuit system in the brick wall was completely chiseled from the 1st to the 3rd floor and has been removed from the construction site.
Most of the equipment in the office restrooms was vandalized and damaged. The front porch canopy and signboard were destroyed .
Some functional rooms on the first floor and the front yard of the building became garbage dumps, reeking of filth. Even a painting given by a local friend in the South to the unit that used to own this headquarters was "forgotten", lying mixed with weeds and garbage.
Not stopping there, due to lack of protection, the building became a temporary resting place at noon for some manual laborers working at nearby construction sites. Notably, inside some rooms of the building, there were also syringes left by drug addicts.








The leader of the Institute of Construction Planning said that after receiving the handover, due to lack of conditions to relocate, the project was degraded and some equipment was stolen. The Institute removed the remaining parts and brought them back for storage.
“On July 31, 2025, the Hue City Department of Finance issued Official Dispatch No. 4121 requesting the Department of Construction to provide legal documents related to the dismantling and relocation of assets. The Department of Construction requested the institute to report specifically on the implementation time to put the project into use, avoiding waste and degradation. At the same time, it is necessary to clarify the management responsibility, the cause of the project being encroached upon, as well as propose solutions to overcome and prevent it,” said this leader.
