Rising from the difficult area
The total capital for implementing the New Rural Program (NTM) in the 2021-2025 period in Quang Ngai is over 1,990 billion VND. Of which, the central budget is nearly 700 billion VND, and the local budget is over 1,300 billion VND.
From that resource, many mountainous communes in Tra Bong, Ba To, Son Tay districts have made remarkable changes. Concrete roads run to every hamlet, irrigation systems have been opened, and community cultural institutions have been invested in. But more importantly, the spirit of self-reliance to escape poverty and master economic models is gradually spreading throughout remote villages.
Instead of giving the poor passive subsidies, the Tra Giang commune government (Tra Bong district, Quang Ngai province) has focused on supporting community production models in the direction of goods or value chain linkage. The production development model associated with the value chain has been creating fundamental changes in people's thinking and actions.

Mr. Ho Van Tu - Chairman of Tra Giang Commune People's Committee said that shifting from passive support to conditional support, linked to sustainable livelihoods and production, is the "key" to solving the problem of poverty at its root.
“We prioritize community-based models and business and cooperative linkages such as breeding cattle, beef cattle and sustainable forest development according to FSC standards with an area of over 150 hectares. This model has changed the business mindset of the people, from fragmented production to commodity economy, with commitments to consumption and stable output,” Mr. Tu shared.
No longer alone in production, Tra Giang people have now boldly joined hands with businesses, striving to develop the economy, to escape poverty and become rich.
Mr. Ho Van Trong (village 2, Tra Giang commune) said that thanks to the association with the enterprise, he has learned more knowledge related to planting and caring for acacia. In the past, planting acacia was based on experience, planting densely to be sure. Now that there is technology, the density has been reduced by 1/3, the trees are healthy and have few diseases. In addition, the enterprise has committed to buying at a good price and providing support in case of natural disasters, so he feels much more secure.
The economic efficiency is clear, the average income of people in Tra Giang commune reaches over 45 million VND/person/year. The number of poor households has decreased to 11 households (accounting for more than 7%) and the number of near-poor households has decreased to only 8 households (nearly 5.4%). Life has improved, people in Tra Giang commune have actively participated in the new rural construction program by donating nearly 5,400m2 of land, contributing thousands of working days and over 850 million VND. Thereby contributing to investment in building rural infrastructure, mainly transportation, irrigation, cultural houses, and eliminating temporary and dilapidated houses.
Linking support to practical needs
Along with livelihood support, mountainous localities focus on improving access to basic social services for people, especially poor households and households in difficult circumstances. In Ba Dien commune (Ba To district), one of the localities with many difficulties in Quang Ngai province, sustainable poverty reduction is also being implemented in a methodical and practical manner.

No longer stopping at allocating or giving away, from central and local resources to socialization, the commune government has proactively reviewed the level of shortage of each household, from housing, clean water, electricity, communication toeducation and health care to come up with appropriate and practical support policies. This helps newly escaped poverty households in the commune continue to have conditions to develop and stabilize their lives.
In the period of 2026 - 2030, Quang Ngai strives to have 37/49 communes meeting NTM standards (not including the number of communes merged with Kon Tum province). In addition, 13/37 communes will meet advanced NTM standards, 4/37 communes will meet model NTM standards and 20% of villages will meet NTM standards. The average income of rural people by 2030 will reach 77.4 million VND/person/year. The total capital demand is over 2 trillion VND. Of which, the central budget capital is 810 billion VND, the local budget counterpart capital is over 1,200 billion VND.
Mr. Nguyen Anh Khoa - Chairman of the People's Committee of Ba Dien Commune (Ba To District) shared that the biggest change is that people are aware that the state's support resources are a "fishing rod", an opportunity for families to have a better life. The government cannot do it for them, but must be the one to guide and accompany them. Therefore, many households no longer have a dependent mentality but strive to develop the economy, boldly change production methods, to improve efficiency and income.
It is worth noting that the people here are changing, gradually giving up the mentality of waiting and relying on subsidies. “I have attended training courses, now I know how to choose good rice varieties, fertilize at the right time, and know how to prevent diseases for cows and chickens. Thanks to that, each crop is better than the previous one. Especially, the communication system is more widespread and of better quality, helping people grasp, learn and follow suitable economic development models to increase income and improve their lives,” said Mr. Pham Van Ba, resident of Go Nghenh village, Ba Dien commune, excitedly.

Not only are Ba Dien people better at production, they have also proactively contributed to infrastructure development. The commune has mobilized more than 1 billion VND and thousands of working days to repair and build 34 new roads nearly 20km long, schools and village cultural institutions.
As a result, Ba Dien commune now has only 57 poor and near-poor households (accounting for about 11%), with an average income per capita of nearly 46 million VND/year. “The most important thing is that people understand that the government cannot support them forever, but can help them stand on their own. That is the biggest change,” Mr. Khoa emphasized.

Mr. Ho Trong Phuong - Director of the Department of Agriculture and Environment of Quang Ngai, Chief of the Office of the Coordination of the New Rural Program of Quang Ngai province said that the success of the New Rural Program is not only measured by the number of criteria achieved or the number of households escaping poverty, but also by the change in the quality of life, production methods and thinking of the people and the community. "We do not focus on the commune meeting the New Rural standards at all costs. The goal is to do it for real, to do it in depth. We must let people really live better, more fully, and produce more effectively, that is the real success," Mr. Phuong affirmed.
According to Mr. Phuong, in addition to propaganda, raising the capacity and awareness of people and communities to eliminate the mentality of dependence, many mountainous localities in Quang Ngai have also been proactive, with good and creative ways in mobilizing, integrating and using resources. At the same time, building and replicating economic development models, contributing to effectively implementing the task of poverty reduction as well as the 19 criteria and 11 contents of the new rural construction program to ensure substance and sustainability.
