The victim was Mr. Do Van Phan, 42 years old, residing in Thach Binh commune. While working in the fields in Kim Tan commune, Mr. Phan fell into a flooded area.
The flood water was flowing rapidly, and this person was swept away by the whirlpool. At that time, the fire fighting and rescue forces were deploying to support people moving to the isolated area, so they used jet skis and rubber boats to approach and save the victim, provided first aid and handed him over to the medical force of Kim Tan commune.
Initially, the victim was conscious and was handed over to his family.
