On the morning of June 27, the National Assembly voted to pass the Law on Science , Technology and Innovation with 91% approval.
The scope of the Law is the implementation, measures to ensure the development and state management of science, technology and innovation. The Law applies to organizations and individuals engaged in science, technology and innovation activities in Vietnam or outside the territory of Vietnam but having rights and obligations under Vietnamese law, effective from October 1, 2025.
A new point of the Law on Science, Technology and Innovation is the principle of accepting risks in scientific and technological activities. Organizations and individuals performing tasks, if they have fully complied with the prescribed procedures and have not used funds for the wrong purposes, will be exempted from administrative and civil liability when causing damage to the State. Those who approve and manage tasks using the State budget will also be exempted from liability if they have followed the correct procedures.
The Law stipulates the exclusion of criminal liability under the Penal Code for risks occurring in the process of research, testing, and application of scientific, technical and technological advances.
The Government prescribes criteria for determining acceptable risks and procedures for assessing compliance with procedures and regulations.

In general, the Law stipulates the orientation of linking science, technology and innovation activities with socio-economic development, increasing labor productivity and sustainable growth. The State plays a role in creating and developing science and technology infrastructure, supporting basic research, applied research and technology transfer.
Enterprises are identified as the center of the innovation system. The State implements policies of support, investment, cooperation and assignment of tasks to develop strategic technologies.
Organizations that preside over scientific and technological tasks using the state budget have the right to own the research and development results of the task, except in some special cases such as national defense and security or results that need to be widely disseminated for public purposes.
The ownership organization has the right to publish and register for protection of the results and is responsible for implementing the application and commercialization. Profits earned from transferring, assigning, and contributing capital using the results of scientific and technological tasks using the state budget can be used to reward individuals participating in research and development, individuals participating in commercializing research and development results, or reinvested in research and development activities.
