Accordingly, the City People's Committee assigned the Department of Economy , Infrastructure and Urban Areas to preside over providing planning maps and opinion forms to the People's Committee of Vinh Luong Commune; widely soliciting opinions from individuals, organizations, and communities on the above-mentioned zoning plan. The People's Committee of Vinh Luong Commune posted a notice stating information, distributed opinion forms to solicit opinions from the community, made a list, and compiled opinions to send to the Department of Economy, Infrastructure and Urban Areas. The time for collecting opinions is until July 16.

The scope of the study boundary for the zoning plan (scale 1/2000) of Vinh Luong commune (including the mainland and Hon Lao island) has an area of about 3,828 hectares; of which the boundary of the planning area is about 1,238 hectares. The goal of the planning is to develop Vinh Luong area into an economic and urban center in the North of Nha Trang city, associated with the unique ecological values of the plain and midland area leaning against the mountains and facing the sea. The estimated population size by 2030 in this area is about 23,100 people; by 2040 about 28,200 people. The planning also divides functional zones to promote the values of the terrain and ecosystem. Specifically, for coastal areas, priority is given to the development of urban tourism services, sea squares, public walkways and environmentally friendly tourism facilities. The mountain ecological zone is oriented to develop ecological resort services in the direction of density control, using environmentally friendly materials, preserving natural landscapes; promoting terrain and landscape to organize theme parks and golf courses. The waste treatment area is oriented to design the waste treatment area into a specialized technical infrastructure area, with a buffer zone of isolated green trees and high-tech orientation. Existing residential areas - new residential areas are encouraged to rebuild existing residential areas with infrastructure standards, living spaces meeting urban standards; harmoniously connecting with new residential areas by green axes, public parks and community living spaces.
