Consulting on new regulations on quality assessment of university training programs

The Ministry of Education and Training is seeking comments on the draft Circular amending Circular No. 04/2016/TT-BGDDT dated March 14, 2016 on accreditation of university and college training programs (Circular 04) and replacing related Circulars.

The quality assessment standards issued with Circular 04 are based on the training program assessment standards version 3.0 of the Quality Assurance Organization of the Southeast AsianUniversity Network (AUNQA).

“When AUNQA improves the assessment standards to a new version (4.0), Vietnam needs to update it to be suitable for Vietnam's conditions while ensuring international and regional integration, especially during the time when the Ministry of Education and Training builds a reference report on Vietnam's Education Qualifications Framework with the ASEAN Qualifications Framework and amends and supplements the Vietnam National Qualifications Framework in the 2024-2025 school year,” said the Department of Quality Management, Ministry of Education and Training.

According to the Ministry of Education and Training, the draft Circular amending the regulation stipulates 10 criteria as mandatory criteria for training programs to meet quality standards. This is the regulation currently being applied by FIBAA, and this regulation is also suitable for the context and current status of building and developing training programs in Vietnam today. The results of the analysis of quality assessment of more than 1,200 training programs assessed according to domestic standards from 2017 to present show that the construction of training programs that meet output standards and the assessment of learners; collecting feedback from stakeholders to improve the quality of training programs are weaknesses, and it is necessary to have regulations for schools to pay attention to implementing.

The draft revised Circular changes the way of evaluating criteria, standards and training programs in accordance with international practices on quality accreditation, and at the same time amends and supplements regulations to expand the rights of accreditation organizations in developing external assessment tools.

Draft Circular amending regulations on assessment forms, quantity, composition of external assessment teams, council meetings and digitalization of evidence, in line with development trends and requirements for applying information technology to educational quality assessment activities; Adjusting regulations related to requirements for assessors participating in external assessment teams, responsibilities of team leaders, team secretaries, team supervisors, interns, and assessment council members in line with reality; At the same time, clearly defining the responsibilities of training institutions in committing to ensuring the maintenance of the industry, self-assessing the standards of training programs, reducing administrative work for assessors; Clearly defining the responsibilities of relevant units under the Ministry of Education and Training and coordination between units in activities of ensuring and assessing educational quality...
