Lam Dong increases 400 provincial-level officials, civil servants and public employees to commune level

On the afternoon of August 1, Lam Dong Provincial People's Committee held a launching ceremony to increase provincial-level cadres, civil servants, and public employees (CBCCVC) to communes, wards, and special zones in the province in 2025.

Attending the launching ceremony, on behalf of the Central agencies, there were comrades: Do Chi Tue, Head of Department III, Central Organizing Committee; Nguyen Xuan Phong, Deputy Head of Department II, Central Office; Nguyen Manh Hai, Deputy Head of Department VII, Central Inspection Committee ; Duong Minh Tuan, Deputy Head of Department III, Central Propaganda and Mass Mobilization Committee.

On Lam Dong side, there were comrades: Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of the province; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors of the province, and 260 cadres, civil servants and public employees assigned to support the operation of commune-level governments operating under the 2-level local government model.

Speaking at the ceremony, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that the initial implementation of two-level local government activities has achieved certain results, meeting the needs of the people, bringing the government closer to the people, and serving the people better.

By the end of July, Lam Dong ranked 4th in the country in digitalizing public administration. This is a very encouraging result.

However, through practical inspections at the grassroots level and initial review reports on the implementation of two-level local government from July 1, 2025 to present, it must be frankly acknowledged that the initial phase of implementation is revealing many difficulties and challenges at the grassroots level.

The commune-level government, which previously had few professional tasks, now has to take on a large amount of work, up to 1,065 tasks transferred from the district level. The grassroots staff, due to lack of timely training and professional development, are still confused.

According to the Chairman of the Provincial People's Committee, the shortage of personnel at the commune level with in-depth expertise to handle current work is very urgent. The whole province has up to 93 communes and wards without specialized civil servants in information technology; 60 communes and wards lack environmental resources personnel; 33 communes and wards lack construction management personnel; many other positions are still lacking personnel such as in the fields of justice, accounting, land management; some places have not yet fully filled key leadership positions...

According to Chairman of Lam Dong Provincial People's Committee Ho Van Muoi, if this situation is not promptly resolved, it will affect the effectiveness and efficiency of State management, the progress of administrative procedure settlement and the trust of people and businesses.

Therefore, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee have decided to propose an urgent and necessary solution, which is to send a team of competent and experienced civil servants from the provincial level to strengthen and directly support the commune level for an expected period of 3 months.

On behalf of the provincial leaders, Chairman of the Provincial People's Committee Ho Van Muoi acknowledged and warmly commended the volunteer spirit and sense of responsibility of 260 civil servants and public employees participating in this campaign.

The fact that comrades temporarily leave their familiar work positions to return to the grassroots, to the most difficult places, is a vivid manifestation of the spirit of dedication and service.

On this occasion, Chairman of the Provincial People's Committee Ho Van Muoi assigned specific tasks to the civil servants participating in strengthening the grassroots. First of all, they must be problem solvers, not observers. They need to quickly grasp the situation and, together with local officials, immediately start handling the backlog of work and the congested files. Especially the administrative procedures directly related to people and businesses.

Along with that, we must be the ones to guide, "hold hands and show how to do things", not only support but more importantly, transfer knowledge, guide procedures, and foster skills on-site so that after completing the task, the team of civil servants and public employees have enough capacity and confidence to perform the best service tasks.

There are many challenges ahead, but this is also an honor, an opportunity to practice, mature and make the most direct and meaningful contributions to the development of the homeland.

“It is necessary to proactively listen to and synthesize difficulties and problems from practice to promptly report, advise and propose to the province solutions for closer and more effective direction. Be an example of discipline, working style, enhance political capacity, pioneering and exemplary character, clearly demonstrate capacity, professionalism, and spirit of dedication to serving the people; maintain public discipline, build solidarity and close relationships with local Party committees, authorities and people where you work”, the Chairman of the Provincial People's Committee emphasized.

Lam Dong is expected to increase. This time, Lam Dong province has increased 260/400 provincial-level civil servants to the grassroots level. Previously, the province also dispatched 370 police officers and 100 soldiers of the Vietnam People's Army to support the grassroots level.

Speaking at the launching ceremony, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam emphasized that strengthening provincial-level personnel at the grassroots level is a correct and timely policy and has received high consensus from the Provincial Party Standing Committee and the Provincial Party Standing Committee for the activities of commune-level authorities in the new period.

The Provincial Party Secretary acknowledged and highly appreciated the sense of responsibility, urgency, and proactive participation of departments, branches, and sectors in the preparation and implementation of the policy of seconding civil servants to the grassroots. Comrade Y Thanh Ha Nie Kdam requested the Provincial Party Committee and People's Committee to continue to lead and direct all levels and sectors to focus on implementing a number of key tasks.

First of all, continue to thoroughly review and comprehensively evaluate the team of commune-level civil servants and public employees to have a plan for reasonable transfer and arrangement according to their expertise and capacity, meeting the requirements of local tasks, ensuring effective use of human resources; research support mechanisms, ensuring living and working conditions for civil servants and public employees working far from home...

At the same time, it is necessary to strengthen inspection and supervision of the implementation of functions, tasks, and organizational structure at agencies and administrative units; strictly implement decentralization, clearly define authority and responsibility. Strictly control work processes, administrative procedures, and quality of public service provision, especially online public services, serving the people; review, develop, and promulgate documents regulating and guiding the implementation of the apparatus according to the 2-level local government model, creating a complete legal basis, ensuring convenience for localities to implement.

Urgently provide specific guidance on decentralization to the commune level in the following areas: handling administrative procedures, budget management, apparatus organization, human resource management...; link administrative procedure reform with public finance reform and innovation in local governance methods.

The Provincial Party Secretary requested to establish and operate a two-way information coordination and feedback mechanism between the provincial and communal levels, ensuring that directive information is communicated promptly and accurately; feedback from the grassroots is received and processed effectively; there is a mechanism to monitor implementation and encourage people's participation and supervision.

Strengthen communication and propaganda work on the activities of local governments at two levels; motivate, encourage, and arouse the desire to contribute and determination among cadres and party members; raise awareness, strengthen trust, and create consensus among the people.

The officers and civil servants who are reinforced and seconded to work at the grassroots level on this occasion need to promote their sense of responsibility, capacity, and strengths, proactively get to work, guide, share, and accompany commune-level cadres to form new working methods, and shape the task implementation process so that it is smooth, quick, and highly effective.

The Provincial Party Secretary suggested that it is necessary to promptly organize training and professional development for civil servants and public employees in each field, especially in the fields of finance, land, environment, education, health, and justice. Also at the ceremony, on behalf of Lam Dong Provincial People's Committee, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan launched the emulation movement to build a strong grassroots government, close to the people, operating effectively, efficiently and effectively in Lam Dong for the period 2025 - 2030.
