THE HISTORY OF THE OPENING DAY OF SCHOOL HAS BEEN CONTINUED WITH A SPIRIT FULL OF PRIDE AND A STRONG DESIRE, GREAT EXPECTATIONS FROM THE AUTUMN OF THE ERA OF NATIONAL INDEPENDENCE TO THE AUTUMN OF THE ERA OF NATIONAL PROGRESS: DEVELOPING THE COMPREHENSIVE VIETNAMESE PEOPLE, TRAINING "USEFUL CITIZENS FOR VIETNAM", BRINGING THE COUNTRY MORE AND MORE STRONG, PROSPER AND HAPPY.

80 years of national history, exactly 3 days after reading the “Declaration of Independence” giving birth to the Democratic Republic of Vietnam, on September 5, 1945, President Ho Chi Minh wrote a “Letter to Students” on the occasion of the first school year opening day of an independent Vietnam. September 5 has since become the new school year opening day for the education sector of the whole country. The letter of the genius leader - although he humbly called himself “an older brother” - was filled with love, hope and a reminder of the responsibility “to rebuild the foundation that our ancestors left us”.

During 80 years of slavery, the Vietnamese people “had to accept a slave education”, especially over 90% of the population was illiterate, which made “the country weak”. Therefore, in the first school year of the era of national independence, he affirmed the luck and happiness when “you began to receive a completely Vietnamese education”, “an education that fully developed your inherent abilities” was “thanks to the sacrifice of so many compatriots” so we had to think about “how to compensate” for that merit. The “big brother” hoped that “you would try hard, study hard, be obedient, listen to your teachers, and love your friends”.

Over the past 80 years, the Party and State have always paid attention to the cause of education and training, implementing the view that education and training is the "top national policy", "the cause of the Party, the State and the entire people", investing in education is investing in development and having major strategies to promote educational development. The country's education has achieved many important achievements from "eradicating illiteracy" to fundamental and comprehensive innovation, international integration and strong digital transformation in the 4.0 Industrial Revolution. Vietnam is among the 21 countries that have achieved the United Nations' sustainable development goals by 2030 on quality education.

80 years after the first opening day, the history of the nation and the education and training sector of our country continues to witness great changes: the revolution of streamlining the organization of the political system and operating the two-level local government model. The revolution is a strategic breakthrough to bring the country to comprehensive development. Education has truly become an inseparable part of this revolution with new opportunities as affirmed by the Minister of Education and Training Nguyen Kim Son: "Not standing on the outside, not going on the edge but inside".
80 years of accompanying the nation, Lao Cai province has persistently and made efforts to build a comprehensive education system from paying attention to standardizing the teaching staff to investing in facilities and improving the quality of comprehensive education and key education. Students in the border areas of Lao Cai have more and more names on the golden board of national and international excellent students. Education in mountainous areas and ethnic education is the top priority of the locality with the proactive issuance of many specific mechanisms and policies. The annual budget for investment in the education and training sector always accounts for nearly 40% of the province's total regular expenditure.

80 years of inheriting the inspiration of the "Popular Education" movement, Lao Cai is implementing a new revolution: the "Digital Popular Education" movement. This is an enhancement of the achievements of universal education, eradicating illiteracy and arousing the spirit of proactive learning, actively accessing digital technology of the people, aiming to form a generation of "digital citizens", building a digital society. Preparing the best conditions for the new school year 2025 - 2026, Lao Cai is determined to realize the goal of building a generation of comprehensively developed citizens, confidently walking side by side, actively contributing to the common development of the country in the new era.

80 years of connecting the source of the beginning and the destination of each new school year is the expectation of society for the development of education and training. The opening day of the new school year 2025 - 2026 will witness the opening of education into the era of national development. In particular, for the first time, all educational institutions in the country will salute the flag and sing the National Anthem at the same time in this opening ceremony in the form of online. This is also the time when the decision of the Politburo to exempt all tuition fees for students from preschool to high school nationwide takes effect.
80 years ago, Uncle Ho wrote a "Letter to Students" on the occasion of the nation's first school opening day. 80 years later, welcoming the new school year 2025 - 2026, General Secretary To Lam signed and issued Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development. Resolution 71-NQ/TW demonstrates the Party's high political determination in placing education and training at the center of the national development strategy. That shows the great expectations and utmost attention of our Party and State for the cause of education and training. That expectation remains intact as President Ho Chi Minh earnestly advised during his lifetime: "Whether Vietnam's mountains and rivers become beautiful or not, whether the Vietnamese people can step up to the stage of glory to stand shoulder to shoulder with the world powers or not, depends largely on your studies."
