
The Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and cities to focus on implementing plans to ensure personnel at the commune level to meet the requirements of organizing two-level local governments.
Accordingly, the Ministry of Home Affairs requested the People's Committees of provinces and cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants to meet professional and technical requirements according to functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants in administrative organizations at the commune level, according to the instructions in Official Dispatch 09/2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government .
From there, determine the number of missing civil servants to urgently supplement human resources (especially in the fields of information technology and digital transformation, accounting, land administration, and construction at the commune level) and positions directly serving people and businesses in 4 forms.
Firstly, transfer civil servants between communes and wards to suit practical tasks, ensuring the right person, right job, right expertise and profession.
Second, sign labor contracts with people whose expertise and skills immediately meet job requirements.
Third, conduct recruitment exams, selection or admission of civil servants according to the provisions of Decree No. 170/2025 of the Government within the number of positions assigned by competent authorities that have not been used, especially prioritizing the recruitment of experienced people who can immediately meet the requirements of tasks at the commune level.
Fourth, strengthen professional training for civil servants in specialized fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc.
The Ministry of Home Affairs also provided guidance for 36 job positions at the commune level, including: 8 leadership and management positions, including chief of office, deputy chief of office of the People's Council and People's Committee, department head, deputy department head, director, deputy director of the public administrative service center, commander, deputy commander of the commune military command.
28 professional and technical positions spread across the fields of: office, justice, foreign affairs, finance - planning, construction - industry and trade, agriculture - environment, internal affairs, education and training, culture, science and information, health, public administration service center, militia and self-defense force...
The Ministry of Home Affairs requests the People's Committees of provinces and cities to implement according to their prescribed authority; during the implementation process, if there are any problems, please send a written document to the Ministry of Home Affairs for synthesis and reporting to competent authorities for consideration and decision.
