Determined to prevent human casualties and minimize property damage during the 2025 storm season

Agencies, units and localities including: Department of Agriculture and Environment; Provincial Military Command; Provincial Police; Department of Construction; Tuyen Quang Provincial Hydrometeorological Station; People's Committees of districts and cities; People's Committees at commune level, according to their assigned functions, tasks and authority, are responsible for directing specialized departments and offices to implement specific measures to prevent, combat and overcome the consequences of natural disasters (due to heavy rain, flash floods, landslides) in accordance with the developments and situations of natural disasters; not to cause human casualties, to minimize risks and damage to the property of the People and the State.

Strictly handle collective and individual responsibilities, especially the responsibilities of leaders if they are subjective and do not fully perform their duties and tasks in the work of preventing, overcoming the consequences of natural disasters and search and rescue.

The Chairman of the People's Committee of the district, city and the People's Committee of the commune level has the absolute responsibility to not allow any interruption in leadership and direction in response to and overcoming the consequences of natural disasters during the organization of the two-level local government. It is necessary to fully and seriously perform the assigned and decentralized responsibilities and tasks with the highest sense of responsibility, minimizing damage, especially to people's lives, caused by natural disasters.

The Department of Agriculture and Environment shall preside over and coordinate with the Provincial Military Command, the Provincial Police and relevant units to review, advise and propose plans to improve the organization and apparatus of agencies directing, commanding and performing tasks of natural disaster prevention, control, search and rescue at the provincial and communal levels; clearly assign responsibilities to organizations and individuals to be ready for operation, ensuring that the work of natural disaster prevention, control, overcoming consequences, search and rescue is operated smoothly, effectively and efficiently, and is not affected after the merger at the provincial level and the end of district-level operations.

Proactively review and update response plans for each type of natural disaster in the area in the new situation. In particular, it is necessary to review irrigation works in the province affected by storms and floods to advise and propose directions to completely overcome the remaining problems before the 2025 storm season.

The Department of Finance shall advise the Provincial People's Committee to arrange the budget and mobilize other legal resources to invest in thoroughly overcoming the remaining problems before the 2025 storm season. Especially incidents of dikes, dams, telecommunications infrastructure, electricity, drainage and risks identified through the 2024 Yagi storm; ensure communication and power sources to serve the direction and operation of natural disaster prevention and control in the province and smoothly from the central to the grassroots level in all situations, overcome flooding, especially in urban areas during heavy rains; according to the proposals of departments, branches and localities to ensure timeliness.
