Business households in difficulty

The State is promoting administrative reform, modernizing the tax sector and creating conditions for the private economic sector to develop sustainably. Resolution No. 68-NQ/TW of the Politburo has clearly oriented that by 2026, it will end lump-sum tax, convert all business households (HKD) to declare taxes based on actual revenue and use electronic invoices.

In addition, businesses with annual revenue of VND 1 billion or more must issue electronic invoices generated from cash registers from June 1, 2025. And from July 1, 2025, taxpayers, tax authorities, other agencies, organizations and individuals related to the use of tax codes as prescribed in Article 35 of the Law on Tax Administration 2019 will use personal identification numbers instead of tax codes. This is a big step forward, opening up many opportunities but also posing many challenges for businesses.

Mr. Ha Van Khoa, Deputy Head of the Tax Department of Region XII, shared that there are more than 24,000 HKD operating in the city. These households have made continuous efforts to overcome difficulties, adapt and make important contributions to economic growth, create jobs and stabilize the lives of local residents. Tax policies that are being and will be implemented in the coming time will be an opportunity for HKD to innovate, make business activities transparent, create fairness in tax obligations between HKD and enterprises, and at the same time promote the strong development of the private economic sector.

Businesses participate in supporting and sharing with business households

At the conference, businesses also expressed many concerns when applying new tax policies.

A business owner shared: We know that in the near future, households applying the lump-sum tax method will have to switch to declaring taxes based on actual revenue, and at the same time use electronic invoices generated from cash registers that connect data to tax authorities. In the initial stages of approaching the new regulations, we were quite confused due to limitations in our ability to use technology. We did not fully understand the process of creating input invoices, as well as how to handle inventory. The initial investment cost for cash registers, software, digital signatures, etc. is also a burden for small businesses like us.

Many other HKDs believe that: Operating an enterprise is very different from the form of a HKD, especially in the legal, accounting and management aspects. Therefore, to facilitate the transition process, the relevant departments and agencies need to have stronger and more appropriate support policies, helping HKDs stabilize production and business, ready to gradually move towards an enterprise.

At the conference, in addition to consulting, supporting and guiding the implementation of new tax policies, technology enterprises, tax consultants and accountants also shared many technology solutions and policies to support businesses in accessing new tax policies in the most convenient way.

Many policies support business households to convert to enterprises

According to the leaders of the Tax Department of Region XII, along with policy access support, the Tax Department of Region XII has currently implemented many solutions to support business households in using electronic invoices connected to cash registers; creating conditions for qualified business households to convert to an enterprise model to easily access capital sources, markets and preferential policies of the State. At the same time, the department also promotes administrative reform, applies information technology, shortens time, simplifies procedures to support business households in developing sustainably.

In addition, the city is also implementing many policies to support household businesses in converting to enterprises.

Business households share difficulties in the process of operation

Ms. Le Thi Hong Mai, Head of Business Registration Office, Department of Finance informed: When converting to enterprises, business households will receive many incentives from policies, including tax, fee and charge support policies. The Department has also developed a policy to support up to 50% of the cost of purchasing cash registers for the first 5,000 business households registering to apply electronic invoices generated from cash registers; exempting corporate income tax for the first 3 years; supporting 24 million VND/enterprise to hire an accountant for the first 2 years.

The city also supports investors in building infrastructure for some industrial clusters to create conditions for enterprises to convert from leasing HKD. Priority policies are applied for enterprises converting from HKD to participate in public procurement programs, plans, and projects. At the same time, HKD when converting to enterprises will easily access training courses on business start-up, basic and advanced business management; 1:1 consulting support on human resources, finance, production, sales, market, and internal management.
